Administrative Law
Credit Bearing: 3This course focuses on administrative procedure, execution of laws, and judicial control over administrative action in the public sector. Administrative agencies executive laws that involve formulation and implementation of public policies. This course covers principles and procedures that bind public agencies founded on the U.S. Constitution and state constitutions. This course will cover the following sub-themes: constitutionalism and rule of law with specific applications to administrative institutions; regulations and the regulatory process; legal and ethical dimensions of administrative institutions; regulations and the regulatory process; legal and ethical dimensions of administrative responsibility; sources of agency authority, the limitations of agency actions; and the availability and scope of judicial review of agency actions.
Analytical Methods in Public Management
Credit Bearing: 3This course is the introduction to statistical methods and data analysis for decision making in the public sector. It is the first part of a three-course sequence (PA 5988, PA 5989, and PA 5990) on research methods and analysis in public policy and management. This course will provide a basic understanding of analytical methods for public management. This course will allow students to summarize large quantities of data in a concise way that helps students focus on what is important for the decisions made in public policy and government management.
Capstone Seminar
Credit Bearing: 3This course is a thesis writing course for MPA students. This is the last part of a three-course sequence (PA 5988, PA 5989, and PA 5990) on research methods and thesis writing in public policy and management. Students will conduct research including data collection, data analysis, result interpretation, and thesis writing based on their approved research design from the prior course PA 5989 Research Methods and Design.
Economic Issues in Public Administration
Credit Bearing: 3The objective of this course is to provide a graduate level foundation and overview of macroeconomics and fiscal policies as they relate to public policy and fiscal management in public administration, policy analysis, health planning, public safety and non-profit management.

Global Foundations of Public Administration
Credit Bearing: 3The objective of this course is to provide a graduate level foundation and overview of the global history, scope, theories, and applications of the field of public administration. This course is required for all incoming MPA students in their first semester.
Grants Process
Credit Bearing: 3This course details the relationship from a funding idea through the production of a successful grant to administration of the grant once received for public and non-profit organizations. Students will learn grant proposals; the administration of grants, including legal compliance; and the evaluation of grant activities.
Human Resources Management in Public Administration
Credit Bearing: 3Human Resources in the public and non-profit sectors; legal requirements and policy issues involving selection, termination, classification, training and development, collective bargaining, affirmative action and career advancement; issues in reform of civil service system at local, state and federal levels.
Introduction to Non-Profit Management
Credit Bearing: 3Introduces basic concepts, skills and analytical tools needed for leadership in nonprofit organizations.
Managing Information Systems in the Public Sector
Credit Bearing: 3This course covers an advanced understanding of the use of information as a resource by managers in achieving their objectives; knowledge of management information systems; MIS module development, software evaluation and integration; how public, private, and non-profit organizations use computers and information technology; privacy and other related issues; advanced collecting and analyzing management data.
Social Entrepreneurship and Enterprises: Mangement and Models
Credit Bearing: 3This course provides an overview of and introduction to social entrepreneurship and social enterprise models. This course provides conceptual frameworks to understand social entrepreneurship. It also offers students an opportunity to comprehend various social enterprise models in a global comparative perspective. Students will also learn how social entrepreneurship can be interpreted and mobilized differently in various disciplines. This course intends to prepare students and practitioners with foundational knowledge and skills that would help them professionally engage in social entrepreneurial activities and lead in the social enterprise field.

Department Information: With ongoing changes to health care, government and nonprofit fields, there is a constant demand for people who can play a direct role in creating effective public policies.
At Kean, we offer three different master's degrees in public administration and our MPA students have direct access to collaborate with the John S. Watson Institute for Urban Policy and Research.
Our students study fiscal policy, public law, information management, strategic planning and other subjects that prepare them for leadership positions as public administrators.
