公民社會與傳播實踐專題

在全球化浪潮的席捲下，在地知識、文化與價值受到相當程度的影響。在全球化與在地化相互碰撞與激盪的時代，從我到我們，從個人到群體、從社區到社群網絡、從地方到國家，如何凝聚「家園」的想像共同體，成為公民社會的一大挑戰。本課程旨在培養學生積極參與地方公共事務的熱情以及興趣，讓他們認知到社區傳播具有承載在地認同、培育地方人才、發展地方文化的重要使命，鼓勵他們藉由各種創意多元的行動方案，配合傳播科技的特性，在社區中發揮傳播促進公民參與的潛能。

With popularity of globalization, local knowledge, culture and value have been greatly influenced. In the era of crash between globalization and localization, from individual to groups, from community to social networks, from place to state, the ways of integrating the imagination of homeland have become a challenge in civil society. the innovation of community communication and the content of creative local actions become important issues. The aim of this course is to develop students’ interests in participating in public affairs via various communication tools in different communities. Students are expected to acknowledge the importance of community communication for developing local culture and bearing the responsibility of local identity. Also, students are expected to utilize communication technology and take innovative action plans to promote the potentials of communication technologies for citizen participation in society.

社會企業專題

本課程聚焦討論社會企業的基本概念以及社會企業的社會功能與經濟功能。當今社會企業的營模式是新興的福利服務思維，也是第三部門協助弱勢族群脫貧的新策略。換言之，社會企業是一種兼具社會目的與經濟目的之事業組織；它同時具有企業及公益二向度的性質。社會企業可說是一種社會創新，這種創新就是事業組織可藉由營利手段以確保組織的永續發展。依此，本課程期盼修課學生能具備社會企業經營能力和實踐公民社會責任。

This course focuses on the basic concepts of social enterprises and their social and economic functions. Currently, social enterprises are operated as a new welfare service and it is also seen as the new strategy for the third sector to help put those in need on a path out of poverty. In other words, a social enterprise is a business organization that has both social and economic goals; It possesses both enterprise and welfare characteristics. One could say that social enterprise is a form of social innovation and this kind of innovation is how institutions use profitable strategies to ensure their own sustainability. Thus, it is the goal of this course to prepare students with the ability to operate social enterprises and fulfill the social responsibilities as citizens.

非營利組織專題

本課程聚焦討論非營利組織的發展脈絡與經營模式，其中更關注非營利組織承擔幫助公部門及市場部門疏於照顧的人口群。易言之，非營利組織除了能滿足一般民眾各式各樣的需求之外，更幫助社會上許多經濟弱勢團體脫離生活困境，以致非營利組織的發展可說對國家經濟與社會安全有著直接和間接的助益。當代，在先進工業化國家，如歐美及日本，針對非營利組織議題的研究已發展多年，且累積相當豐富的文獻與實務經驗，值得本課程引領修課學員深入學習，藉以反思與嘗試建構國內非營利組織的發展模式。另外，本課程也關注國內某些非營利組織轉向社會企業經營模式，並提升機構自籌經費能力和擴大服務弱勢團體的能力。

This course focuses on the development history and management of non-profit organizations with an emphasis on how non-profit organizations shoulder the responsibility of caring for population groups neglected by the public and private sector. In short, not only do non-profit organizations satisfy all sorts of needs of normal citizens, they also assist many financially disadvantaged groups in escaping from life’s struggles. This means that the development of non-profit organizations has both direct and indirect impact on a nation’s economy and social security. Modern industrialized nations, such as Europe, America and Japan, have already spent many years studying topics related to non-profit organizations and accumulated an abundance of literature and experience in direct practice. These knowledge are worthy of studying in this course when attempting to reflect on and construct the development of our nation’s non-profit organizations. This course also pays attention to how some of our nation’s non-profit organizations transform into a social enterprise management style, improving their ability to raise their own funds and maximizing their ability in serving disadvantaged groups.
