NGOs의 위상 상승과 국가의 위상 하락은 이러한 변화를 반영한 것이다. 그럼에도 국가가 유일하지는 않지만, 가장 
중요한 국제관계의 행위주체로 남는 국가 중심적 베스트팔리아 체제가 지속될 것인가 ? 그리하여 비국가 행위주체들이 
여전히 종속적 위치에 머무르는 국가체제가 존속할 것인가 ? 아니면 비국가 행위주체들이 국가를 국제관계의 
중심부에서 축출하고, 비국가 행위주체들이 그 공백을 메울 수 있는가 ? 국제관계의 제 문제에 대응하는 과정에서
