이 세미나는 현대 정치학에 있어 '시민사회와 신정치'관련 논의를 중심으로 주요 이론적, 경험적 연구들을 비판적으로 분석함으로써 대학원생들로 하여금 향후 독자적인 연구를 수행할 수 있는 기초를 제공하는 것을 목적으로 한다. 강의 내용은 시민사회의 개념, 집단행동, 사회적 자본, 결사체 민주주의, 직접민주주의 등을 포함한다.

(The seminar aims to provide a basis for graduate students to conduct independent research in the future by critically analyzing major theoretical and empirical studies centered on discussions related to "civil society and theocracy" in modern politics. The contents of the lecture include the concept of civil society, collective action, social capital, association democracy, and direct democracy.)

지구시민사회와 거버넌스(Global Civil Society and Governance)

본 과목은 수강생들로 하여금 지구시민사회에 대한 중요한 이론적, 경험적 연구들을 분석, 검토하여 글로벌 거버넌스에 있어 지구시민사회의 역할에 대한 이해를 높이고 이를 기반으로 독자적인 사례연구 능력을 기르는데 도움을 주고자 한다. 강의운영은 세미나의 형식으로 수강생들은 매주 필독 문헌을 읽고 세미나 발표와 토론에 적극적으로 참가해야 한다. 매주 세미나 발표자는 critical essay(간단한 요약, 비판적 평가, 토론을 위한 쟁점들 포함)을 준비할 것. 나머지 수강생들은 critical review(비판 및 방법론적 분석 위주의 간략한 노트, 추후 설명)를 미리 제출하고 토론에 참여하여야 한다. 기말 논문은 사례 연구를 기본으로 한다.

(This course aims to help students analyze and review important theoretical and empirical studies on global civil society to improve their understanding of the role of global civil society in global governance and develop their own case study skills. Lecture management is in the form of a seminar, and students must read the must-read literature every week and actively participate in seminar presentations and discussions. Each week, seminar presenters should prepare critical essay (including brief summaries, critical assessments, and issues for discussion). The remaining students should submit a critical review (a brief note focused on critical and methodological analysis, a later explanation) in advance and participate in the discussion. Final papers are based on case studies.)

현대민주주의이론(modern democratic theory)

 이 세미나는 민주주의의 규범적 의미와 제도적 발현에대한 현대의 다양한 논의를 검토한다. 보다 구체적으로는 민주주의가 법, 자유, 대표, 다원주의, 급진주의, 참여, 토의, 세계화 등과 어떤 관계에 있는지를다루게 된다. 정치사상 전공자들뿐만 아니라 민주주의의 이론적, 제도적 기초에 관심이 있는 모든 학생들을 수강 대상으로 한다.

(This seminar examines various contemporary discussions on the normative meaning and institutional manifestation of democracy. More specifically, it deals with how democracy relates to law, freedom, representation, pluralism, radicalism, participation, discussion, and globalization. It is intended for all students who are interested in the theoretical and institutional foundations of democracy, as well as those who majored in political thought.)

국제기구론 (International Organization)

본 강의는 오늘날 국제정치에서 점점 중요성을 더해가고 있는 국제기구들에 대한 강의이다. 특히 담당교수의 강의와 함께 실제 해당 국제기구에서 실무를 담당했던 사람들의 특강을 같이 실시하여 국제기구가 실질적으로 어떻게 운영되는가를 간접적으로나마 경험하고자 한다.

국제기구연구 (Studies in International Organizations)

본 세미나는 오늘날 국제정치에서 국가 행위자와 함께 주요한 행위자로 자리매김하고 있는 국제기구에 대한 이론적 평가와 실질적 분석을 통해 국제기구가 국가 중심의 전통적 국제정치에 대해 어떠한 보완적 역할을 할 수 있는가에 대해 고찰한다.

거버넌스와 공공리더십(Governance and Public Leadership)

전통적 및 새로운 거버넌스의 의의, 이론 및 적용가능성과 그것을 구현하기 위한 공공리더십의 유형 및 함양 방법에 관해 학습한다. 국가, 시장, 시민사회공동체의 단일 영역/조직 내부 및 다(多)영역/조직간 협력에 의한 공공문제, 사회위험 및 갈등 해결의 가능성과 한계에 관해 토론한다. 공공리더들이 사용하는 전통적, 민주적, 자유방임적, 교환적, 양자론적, 상징적/이데올로기적, 변환적 리더십 등 다양한 리더십의 특성과 원천 그리고 함양 방법에 대해 학습한다. 학생 자신이 선택한 공공문제를 해결하기 위한 거버넌스 체계와 그것을 구현하기 위한 공공리더십 유형을 설계한다.

(This seminar is intended to provide the doctoral students with knowledges of the traditional and new governance systems and the public leadership styles to facilitate the systems. The participants are introduced to various leadership styles, including manipulative, symbolic or ideological, democratic, transactional, quantum, and transformational leadership, and the possibilities and limits of collaborations between the single- or multi-sector /organizations of the state, market and civil society for public problem solving, including public service provision, social risks and conflicts resolution, etc. The students are induced to design his/her own paradigms of public governance and leadership in order to solve her/his chosen public problems.)

공공윤리와 리더십(Ethics and Leadership)

본 과목은 공공부문의 지도자가 갖추어야 할 책임과 윤리성에 대한 제 측면을 다룸으로써 공공봉사자로서의 역할과 자세를 확보함과 동시에 21세기 공공부문의 지도자로서 조직과 인력을 주도할 수 있는 새로운 리더십을 함양하는데 목적이 있다. 주로 공공부문의 사례연구를 통하여 다양한 상황에서의 공공 지도자의 올바른 역할과 자세, 그리고 조직을 주도할 수 있는 리더십을 확보하는 학습을 한다.

(This course is a practical and philosophical examination of the responsibilities of public policymakers in a democracy. By analyzing actual cases, the courseexamines instances of exemplary conduct and attempt to learn from moral failures. It also explores the elements of successful leadership and governance in public sector environment and focuses on top-level leadership in a variety of organizational settings in the public sector.)

공공정책의 정치이론(Political Theories of Public Policy)

공공정책은 시민들을 규제하거나 재화를 재분배하기도 한다. 이에 따라 공공정책이 추구하는 목적과 그것을 달성하려는 정책수단은 사회적, 정치적으로 합당한 것으로 받아들여져야 한다. 예를 들어 공공정책은 사회정의에 부함해야 하며, 모든 시민들에게 불편부당하게 적용되어야 한다. 그러나 실제로는 최근의 보편적 복지정책 논쟁처럼 정교한 이론적, 규범적 논거 없이 정치적, 경제적 이해관계에 따라 자의적으로 공공정책의 정당성을 제시하는 현상이 발생한다. 공공정책이 합당한 규범적 근거를 갖지 못하면 사회적 갈등을 유발할 뿐만 아니라 해당 정책이 지속될 수도 없다. 이러한 문제의식에 본 과목은 공공정책을 사회정의, 평등, 시민의 자유와 공공성 등의 현대 민주주의의 근간을 이루는 정치적 규범을 통해 분석하고 이에 따라 다양한 공공정책의 규범적 정당성을 파악한다. 이와 함께 공론의 방법을 통한 심의, 공동체주의, 개인주의에 근거한 공공정책의 차이 등에 대해 분석한다.

(Public Policies regulate citizens and redistributes their private resources. For this reason, goals and instruments of public policies should be accepted as reasonable and justifiable in the society. For instance public policies should be impartial to everyone and not violate the principle of social justice. In reality, however, policy makers and the public alike are not seriously engaged in the discourse of public policy, and, instead, promote only their economic and poltical interest. However, public policies without solid normative grounds cannot achieve its aims or be sustainable. This seminar will try to address such challenges by going through political theories of public policies. In particular it will analyze issues on justice, equality and freedom. It also examines contrasting perspectives to political theories such as liberal ideas on freedom, communitarian theories of virtue and republican idea of citizens.)

글로벌 리더십과 공공윤리 (Global Leadership and Public Ethics)

21세기의 글로벌 시대적 상황은 변화와 혁신이다. 사회발전을 위하여 변화와 혁신을 주도하는 리더십이 어느 때보다 절실히 요구된다. 글로벌 리더십은 변화와 혁신을 주도하는 전환적 리더십으로서 글로벌 환경과 사회혁신을 선도하여야 한다. 아울러 글로벌 리더십은 21세기 삶의 질과 웰빙을 지향하여야 하기 때문에 공공윤리를 동시에 고려하여야 한다. 국가 내에서 공공윤리가 요구되듯이 글로벌 사회에 적용되어야 할 공공윤리를 동시에 고려하여야 한다. 본 강좌는 글로벌 사회에 적합한 글로벌 리더십과 공공윤리의 필요성, 글로벌 리더십의 특성, 사회혁신, 지적 발전, 공공윤리의 필요성, 공공윤리의 내용 등을 논의한다.

(Change and innovation define the global period of the 21st century. Leadership that promotes change and innovation for the development of society is more urgent than ever before. Global leadership must not only promote change and innovation but also act as a transformative leadership that pioneers global environmental and social innovation. In addition, because global leadership must aim to support the quality of life and well-being of the 21st century, it should simultaneously take public ethics into consideration. Just as public ethics is demanded within a nation, it is important to consider public ethics for the global society. This course will discuss global leadership and its need within the global society, the qualities of global leadership, social innovation, intellectual development, need for public ethics, and contents of public ethics.)

불평등과 공공정책(Inequality and Public Policy)

본 과목은 소득 분배 및 소득 불평등과 관련된 이론적, 방법론적 문제들을 살펴봄으로써, 소득 불평등의 의미와 속성, 그리고 그 영향에 대해 비교론적 관점에서 고찰한다. 이를 위해 분배문제와 관련된 정치학, 경제학적 논의들을 선별된 몇 가지 주제를 중심으로 살펴보고, 이를 통해 불평등 완화를 위한 공공정책의 필요성, 유효성 및 양자 간의 순환적 상관관계에 대해 구체적 사례를 중심으로 살펴본다. 특히 중시되는 점은 불평등이 갖고 있는 다면적인 역학관계에 대한 이해와 이를 공공정책 형성으로 연계할 수 있는 연구능력의 배양이다.

(The course offers students an opportunity to explore economic and political questions related to inequality and socioeconomic policy. We examine the major discussions of these distributional issues and related public policies in their meanings and development through the series of theoretical and empirical reading materials. During this course, various definitions, aspects, and sources of inequality as well as their implications on specific subgroups will be explored and relevant policy needs or alternatives will be discussed. Our key goal is to seek a tentative but relevant understanding about how inequality is related to or interacted with politics and public policies and how they could be analyzed in securing the quality of evidence.)

시민참여론(Civil Participation)

본 강의는 행정 민주화의 필수요소인 시민참여에 대한 관련 논의를 위한 것이다. 먼저 민주주의에 대한 이해를 위한 강의를 선행하고, 이를 토대로 하여 행정의 민주화를 위한 실천적 도구로서의 시민참여에 관한 이론과 실제를 학습한다. 구체적으로 민주정치의 제 이론, 시민참여의 개념, 참여방법, 참여활성화를 위한 방안, 공직자의 대응방안, 참여환경의 조성, 권력구조와 참여와의 관계, 시민정치, 전자민주주의 등에 대하여 섭렵한다.

(This course concentrates on the civil participation. Based on understanding of various theories of democracy, concept and method of civil participation, attitude of civil services toward civil participation, and environment and governance structure for promoting the civil participation are dealt in this class. In addition, students will discuss e-participation, civil politics and relationship between power and participation as important topics on the civil participation.)

시민참여연구(Citizen Participation Research)

본 강좌는 석사과정 시민참여론의 심화 및 확산을 위한 강좌이다. 본 강좌의 접근은 기본적으로 두 가지이다. 하나는 시민참여의 조직자 관점이며, 다른 하나는 시민참여에 대한 정책 대응자 관점이다. 시민참여를 대립되는 양 관점에서 접근함으로써 실제 정책과정에서의 시민참여의 성격규명과 대응의 효과성 제고를 기하고자 한다. 내용으로는 지방민주화와 참여, 시민참여의 조직화, 시민참여에 대한 대응방안과 평가, 실제 참여정책 사례분석 등을 포함한다.

(This is an intensified and developed course of the Citizen Participation at the master level. In dealing with the subjects basically two approaches are employed; civic organizer perspective and policymaker perspective. By applying the contradictory approaches, it purports to secure a more relevant and balanced understanding of the citizen participation in the actual policy process. Specifically, it deals with such topics as democracy and citizen participation, organization of citizen behaviors, strategies to citizen participation, evaluation of the citizen participation, analysis of the participation cases and so on.)

정부와 NGO(Government and Non－ Governmental Organizations)

본 과목은 NGO의 생성과 행태, NGO의 정치 경제 사회적 역할(이론 및 실증적), 정부-NGO관계, 시장-NGO관계, 그리고 NGO와 시민사회 등에 관한 이슈를 정치?경제적인 측면에서 접근한다. NGO부문은 정부와 시장부문과 더불어 제3섹터로서의 기능이 증가하고 있고, 시장 및 정부실패로 인한 공공서비스의 부재현상과 사회의 다원화현상에 따른 역할이 점차 강조되고 있다. 그러나 국내에서는 NGO 연구에 대한 체계적인 접근이 부재하였으며, 특히 정부-NGO의 관계에 대한 연구가 적어 일반적으로 ‘적대적인’ 관계로만 인식되고 있다. 따라서 본 과목에서는 NGO의 기능과 역할 등에 대한 학문적인 접근을 시도하고 정부 NGO정책 등 정부-NGO 관계에 대한 새로운 관계모색을 시도한다.

(The purpose of this course is to examine the various roles of NGOs in democracy and market economy and to deal with the policy issues generated by the activation of NGOs This course will examine the performance and incentives of NGOs and the political, economic and social roles of NGOs from the perspective of political economy; discussion topics include the relations of NGOs with the government, market and civil society This course will acquaint students with the academical approach to the functions and roles of NGOs and the relations between the government and NGOs.)
