本講義ではまず非営利組織論に立脚し、アメリカ型のNPO論と欧州型の社会的経済論の二つの非営利組織論の潮流の紹介、 社会的協同組合や社会的企業、社会的企業家といった新しい動向、日本における多様な非営利組織による社会変革に向けた取り組みなどを学修する。その後、非営利組織のマネジメントに関し、事例・経営分析を通して課題や展望を議論する。

International NGO Studies

国際NGO論

News that threatens civil society in the international community travels around the world instantly via the Internet. However, how much do we, living in Japan, understand about children, women, and other people in severe conditions affected by poverty, hunger, refugees, environmental destruction, human rights oppression, and natural disasters? While drawing on our own lives and issues close to home, we will study issues such as conflicts and child soldiers in Africa, scavengers in the Philippines, refugee issues, multiculturalism, and environmental destruction, and promote learning from multiple perspectives about efforts to solve these issues. In particular, from the standpoint of CSOs (Civil Society Organizations), the lecture will emphasize the following points. 1) We will invite as guest lecturers people who are active on the front lines of international cooperation and global issues in their respective positions, such as NGO staff working overseas and in Japan, corporate CSR staff, government officials, and entrepreneurs, to learn diverse approaches to global issues and foster a younger generation that is interested in this field. 2) Understand the realities of the international community that the media does not and cannot fully convey, and learn about NGO initiatives and frontline activities to resolve issues. 3) Learn about the history of various regions and countries. 3) Understand the correlation between the history and social problems of various regions and countries, and develop the ability to consider grassroots support and civil society that does not rely on ODA. (iv) Provide students with opportunities to learn about the programs of NGOs in the Kansai region and get involved in their activities (internship, volunteer work, seminar participation, etc.) while they are still students. 5) Understand the significance and role of NGOs and NPOs (non-governmental, non-profit organizations), which are different from corporations and governments.

国際社会の市民社会を脅かすニュースはインターネットを通じ瞬時に世界を駆けめぐる。しかし、貧困、飢餓、難民、環境破壊、人権抑圧、自然災害の影響を受け、厳しい状況にある子供や女性をはじめとする人々について、日本で生活している私達はどれほど理解しているでしょうか。自分たちの生活や身近な課題にひきつけながら、アフリカの紛争や子ども兵の問題、フィリピンのスカベンジャー、難民問題・多文化共生、環境破壊などを学び、解決に向けた取り組みについて多角的な視点をもって学習をすすめていきます。 特に、CSO(市民社会)の立場から、以下の点を重視して講義を行います。 ①海外・国内にて活動するNGOスタッフや企業のCSR担当者、行政官、起業家などそれぞれの立場で国際協力・グローバル課題の第一線で活躍する人材をゲスト講師として招聘し、地球規模の課題に対する多様なアプローチを学び、本分野に対して関心を持つ若い世代を育成します。 ②メディアが伝えていない、伝えきれない国際社会の現実を理解し、課題解決に向けた NGOの取り組みと現場の活動について学びます。 ③様々な地域、国の歴史や社会問題の相関関係を理解し、ODAに頼らない草の根的な支援や市民社会のあり方について考察する力をつけます。 ④学生時代に関西地域のNGOのプログラムを知り、その活動(インターン、ボランティア、セミナー参加等)に関わる機会を提供します。 ⑤企業や行政とは異なるNGO・NPO(非政府・非営利団体)の存在意義と役割を理解します。

Non-Profit Non-Governmental Organizations

Since the Great Hanshin-Awaji Earthquake (1995), public interest activities by citizens have been attracting social attention, many practices have been accumulated, and NPOs (non-profit organizations) have been gaining social recognition. As part of this trend, the phrase "new public" was mentioned in the Prime Minister's policy speech at the 2009 ordinary session of the Diet. This "new public" means that the formulation and implementation of local government policies will not be limited to the traditional public sector (government, local governments, etc.), but will be built through partnerships (collaboration) with the so-called "non-profit sector" (third sector), such as NPOs and NGOs (non-governmental organizations). This is why this lecture will begin with a discussion of the role of the "third sector. This lecture will first introduce the basic framework of non-profit and non-governmental organizations, and then focus on the characteristics and potential of NPOs and NGOs in terms of both organization and business, particularly focusing on the practices of NPOs and NGOs after the Great Hanshin-Awaji Earthquake (1995). We will also overview the institutional implications of the "Law for the Promotion of Specified Nonprofit Activities" and the "New Public Interest Incorporated Association Reform" and consider various issues surrounding the nonprofit sector in a partnership-based society. By actively introducing advanced case studies, we would like to think together with you about the role that the nonprofit sector can play in a local partnership-oriented society and the state of our society after the Great East Japan Earthquake.

阪神・淡路大震災(1995年)以降、市民による公益活動が社会的に注目を集め、多くの実践が積み重ねられ、NPO(非営利組織)の社会的な認知も高まってきています。その一端として、2009年通常国会における首相の所信表明演説で「新しい公共」という言葉が語られました。この「新しい公共」とは、自治体の政策策定・実行が従来の公的セクター(政府・地方自治体など)に限定され展開されるのではなく、NPOやNGO(非政府組織)といったいわゆる「非営利セクター」(サードセクター)とのパートナーシップ(協働)によって構築されると考えられます。そこで本講義では、まず、非営利非政府組織の基本的枠組みを紹介し、その後特に阪神・淡路大震災(1995年)以後のNPO・NGOの実践を中心に、NPOやNGOの組織・事業両面の特徴や可能性に着目をしていきます。また、「特定非営利活動促進法」や「新公益法人改革」の制度的な意味合いを概観し、パートナーシップ型社会における非営利セクターを取り巻く様々な課題についても考えていきます。先進的な事例を積極的に紹介することで、非営利セクターが地域のパートナーシップ型社会において果たしうる役割について、そして東日本大震災以降の私たちの社会のあり方をみなさんと一緒に考えていきたいと思います。

Today, the terms "NPO" and "NGO" are so much a part of modern society that not a day goes by without seeing them in the media and government information. In this lecture, students will systematically learn about civil society organizations (CSOs), from basic content such as the types and differences between "NPOs," "NGOs," and other civil society organizations in general, to more specialized content such as the social significance of NPOs and NGOs, management of NPOs and NGOs, and current issues facing NPOs. In addition, students will take up specific examples of civil society organizations and learn about the actual cooperation of citizens within organizations and cooperation and collaboration with government and business in the field, and learn independently through group work or on-site study.

現在、メディアや行政による情報で「NPO」や「NGO」といった言葉を見ない日はないほど、これら市民社会組織は現代社会に欠かせない存在となっている。本講義では、「NPO」「NGO」など市民社会組織全般の類型や違いなど基本的な内容から、NPOやNGOの社会的意義、NPOやNGOの経営、NPOの今日的な課題といったより専門的な内容まで、体系的に市民社会組織(CSO)について学習する。また、市民社会組織の具体的事例を取り上げ、現場における組織内の市民協働や行政・企業との協力・連携の実際について学び、グループワークあるいは現場学習などを通じて主体的に学習します。

In the NGO/NPO Course, students will learn about the activities of NGOs and NPOs from macro and micro perspectives, which develop various approaches from a non-profit standpoint to domestic and international problems that cannot be solved through the work of central and local governments or private companies. First, we will introduce specific examples of the activities of NGOs and NPOs in dealing with issues such as environmental protection, human rights assurance, and development promotion. Second, from a macro perspective, we will explain the social environment outside the organization, both domestically and internationally. International organizations at the global and regional levels will also be discussed. Third, from a micro perspective, the psychosocial issues that staff and volunteers face within the organization will be explained.

「NGO/NPO論」では、中央政府や地方政府,あるいは民間企業の働きでは解決できない国内外の諸問題に対して,非営利の立場から様ざまなアプローチを展開するNGOやNPOの活動について,マクロ,ミクロな観点から解き明かします。 そのため,第一にNGO,NPOが環境保護,人権保障,開発促進等の問題に対しどんな活動を展開しているのか具体例を紹介します。また,第二にマクロな観点として,組織の外にある国内および国外の社会環境のあり方を解説します。国外環境として地球レベルや地域レベルの国際機構についても言及します。第三にミクロな観点として,組織内でスタッフやボランティアがかかえる心理社会的な問題を解説します。

Based on the University's "Founding Spirit," students will learn the meaning of civic activities in society by understanding the basic content of volunteerism, NPOs, NGOs, and other civic activities. Specifically, experts in the main fields of volunteer and NPO activities, such as international cooperation, disaster recovery, environmental conservation, community development, children, social welfare, and sports, will give easy-to-understand lectures on their current status and issues. In addition, activities of the university's Volunteer/NPO Activity Center will be introduced, and participants will think about "their own learning and growth through volunteer activities". This lecture will be held in collaboration with the Volunteer and NPO Activity Center.

本学の「建学の精神」をふまえて、ボランティアやNPO・NGOなど市民活動の基本的な内容を理解し、社会の中で市民活動が持つ意味を学びます。 具体的には、ボランティア・NPOの主な活動分野である国際協力、災害復興、環境保全、まちづくり、こども、社会福祉、スポーツなどの専門家が、それぞれの現状や課題についてわかりやすく講義します。また、本学ボランティア・NPO活動センターの活動内容を紹介し、「ボランティア活動をつうじた自分自身の学びと成長」について考えます。本講義は、ボランティア・NPO活動センターと協働で行われます。
