Private non-profit organizations (NPOs) are formed through both responding to social and community issues by providing service activities and advocacy for social change. Through these activities, NPOs play a central role in the formation and development of the civic sector and function as important tools for building a civil society. It can be said that NPOs in Japan materialized and became apparent with the passage of the NPO Law in 1998, but in the "advanced country of NPOs, the United States," they have been generated for more than a century and have been developing rapidly since the 1960s. The purpose of this class is to organize the basic concepts of NPOs and to understand the historical background and significance of NPOs in Japan and the United States.

NPO（民間非営利組織）は、サービス活動の提供による社会・地域問題への対応と、社会変革に向けたアドボカシー活動の両輪によって成り立っている。これらの活動により、NPOは、市民セクターの形成・発展の中心的な役割を担うとともに、市民社会を構築するための重要なツールとして機能している。日本におけるNPOは、1998年のNPO法成立によって具体化、顕在化したといえるが、「NPOの先進国、アメリカ」では、1世紀以上前から生成し、1960年代以降、急速に発展している。本授業では、NPOに関する基本的な概念の整理、こうした日米におけるNPOの歴史的背景や意義について理解することを目的にする。

非営利組織経営論Ⅰ

Public goods and services have long been considered to be supplied by the government, theoretically positioned as the product of "market failure. However, as a result of deregulation that began in earnest in the 1980s, an increasing number of quasi-public goods and value goods with exclusionary characteristics are being supplied by the private sector. These include quasi-public goods and public goods supplied not only by for-profit private companies but also by organizations in the non-profit and cooperative sectors (NPOs, NGOs, cooperatives, etc.). We will understand why the nonprofit and cooperative sector has become increasingly important in recent years in place of government and private enterprise, and what characteristics and issues are associated with this type of supply from the perspective of economics and nonprofit organization studies.

公共財・公共サービスは、理論上、「市場の失敗」の産物と位置づけられ、長らく政府によって供給されるものと考えられてきた。しかし、1980年代から本格化した規制緩和の結果、排除性のある準公共財や価値財を中心に民間によって供給される事例が増えている。その中には営利を目的とする私企業のみならず、非営利・協同セクターに属する団体（NPO、NGO、協同組合など）によって供給される準公共財や公共財も含まれている。なぜ近年、政府や私企業に代わって非営利・共同セクターの重要性が増しているのか、このような供給形態にはどのような特徴や課題があるのかを、経済学や非営利組織研究の観点から理解する。

After understanding the problems facing the world and identifying the places and ways in which NGOs operate, students will grasp the current status of Japanese NGOs, international NGOs, "developing country" NGOs, etc., and consider the role of NGOs in civil society and their own role as citizens.

世界が直面する問題を理解し、ＮＧＯの活動する場と方法を確認した上で、日本のＮＧＯ、国際ＮＧＯ、「途上国」ＮＧＯ等の現状を把握し、市民社会におけるＮＧＯの役割、市民としての自分の役割について考える。

NPO・ボランティア論

Nonprofit organizations (NPOs) are nonprofit organizations established and operated by citizens. NPOs work in a variety of fields to solve social problems and provide public service in areas that are difficult for governments and corporations to address. It has been more than 20 years since NPOs began to attract attention in Japan. Citizens participate in NPOs in various ways, such as as volunteers, and thereby become active players in society and create a civic public nature. This class will provide an opportunity to explore various issues in contemporary society through a deeper understanding of NPOs and their bearers, as well as to consider how each of us, as citizens, should relate to society.

NPO（Nonprofit Organization）は、市民によって設立・運営される非営利組織です。多様な分野で、行政や企業が取り組みにくい社会問題の解決や公益的なサービスに取り組んでいます。日本でNPOが注目されるようになって２０年あまりが経ちました。市民はNPOに、ボランティアなどの様々な形で参加することで、社会に働きかけ、市民的公共性を創出する担い手となります。この授業では、NPOやその担い手についての理解を深めることを通して、現代社会の様々な課題を探るとともに、ひとりひとりが、市民として、社会とどのように関わっていくのかを考える機会とします。

Students will understand that "NPOs/non-profit organizations" are not merely organizations that complement government services, but are entities that create new and unknown values and create a civil society, and learn how to put them into practice. At the same time, the course will consider the historical background of NPOs and their social roles, as well as their operational challenges and relationships with other social resources (volunteers, government, private companies (CSR), grant-making foundations, etc.), and consider how society should be in the future.

「NPO/非営利組織」は単に行政サービスを補完する組織ではなく、新しい未知なる価値を生み出し、市民社会を創造する主体であることを理解し、その実践のための方法を学びます。併せて、NPOの成立した歴史的背景やその社会的役割をはじめ、運営上の課題や他の社会資源（ボランティア、行政、民間企業(CSR)、助成財団など）との関係から、今後の社会のあり方を考えていきます

Funding Environment for NPOs

NPOの資金環境

Fundraising in the social sector, including NPOs, will be covered. The lecture will cover trends in the funding environment, systems, and fundraising methods, with specific examples and techniques. Particular emphasis will be placed on donation and social investment, which have undergone significant changes in the past few years and are attracting much attention. The objective of this course is to deepen understanding of the funding environment for NPOs and to acquire more practical methods.

NPO をはじめとするソーシャルセクターにおける資金獲得（ファンドレイジング）について扱う。資金環境の動向、制度、資金調達手法等について、具体的な手法や事例を交えながら講義をおこなう。特に、ここ数年において大きな変化があり、注目を集めている寄付、社会的投資などに関して重点的に取り上げる。本科目では、NPO の資金環境の理解を深めるとともに、より実践的な手法の修得を目的とする。

International NPO/NPO Theory

国際NPO・NPO論

The essence of NGOs and NPOs is to constitute society as "civil society," an actor alongside "politics" and "economics. In this course, the lecturer will focus on activities in the field of international cooperation, in which he specializes, to understand the problems facing the world, to learn the places and methods in which NGOs operate, and to look at the activities of NGOs as civil society. The course will also look at the activities of NGOs. Participants will learn about NGOs as organizations and at the same time consider their own role as citizens.

＜政治＞＜経済＞と並ぶアクター＜市民社会＞として社会を構成することこそが、ＮＧＯ・ＮＰＯの本質である。本科目では、講師が専門とする国際協力分野での活動を中心として、世界が直面する問題を理解し、ＮＧＯが活動する場と方法を学んだ上で、市民社会としてのＮＧＯの活動にも目を向ける。受講者は、組織としてのＮＧＯについて学ぶのと同時に、自らの市民としての役割についても考えることになる。

The course will cover the basic theory of cooperative law, the history and recent development of cooperative law in major countries, and the current status and issues of cooperative law and nonprofit organization law in Japan.

NPO Advanced Theory Exercise Ⅰ

NPO特論演習Ⅰ

The Advanced Theory Exercise can be positioned as the first stage of the thesis instruction that guides students in writing their master's thesis. The Advanced Seminar is divided into I and II. The purpose of the first is to understand the basics of research methods necessary for writing a thesis and dissertation, and the second is to learn how to prepare a plan, or research plan, for the dissertation to be written. Through these two classes, students will acquire the ability to conduct the research necessary for a master's thesis and the ability to analyze the content of the research and write up the analysis as a thesis.

特論演習は、修士論文の執筆を指導する論文指導の前段として位置づけることができる。その特論演習は、ⅠとⅡに分かれている。Ⅰにおいて論文と論文作成に必要な研究方法の基礎を理解し、Ⅱにおいて書き上げる論文のプラン、すなわち研究計画書の作成について学ぶことを目的とする。このふたつの授業を通じて、受講生は、修士論文に必要な調査の実施能力と調査内容の分析と分析した内容などを論文として書き上げる能力を獲得することをめざす。

If NPO Theory I is an overview and introduction to the history, systems, current status, and issues related to NPOs, NPO Theory II can be positioned as a management section that shows how NPOs should be managed. Therefore, the course will focus on the basics of NPO management: people, money, and plans, and will present specific methods, discussions, and acquisition of the basics of NPO management skills.

NPO論ⅠをNPOに関する歴史や制度、現状と課題などの概論、入門編とすると、NPO論ⅡはNPOをどのように運営していくのかを示す、マネジメント編として位置づけることができる。したがって、NPOのマネジメントの基本である、ヒト、カネ、プランを中心に、具体的な手法を提示し、議論、NPOの運営能力の基本を獲得する。

NPOs and Business Creation

NPOと事業創造

First, students will understand the basic concepts behind NPOs, such as the concept of public interest, the overall image of NPOs, how they should be managed, and their profit structure. Then, based on various case studies of NPO activities (project implementation), students will learn the process of "planning, drafting, project implementation, and mission realization. At the same time, students will examine the social significance of NPOs and current issues, and conduct practical research on how NPOs can have a greater impact on society.

NPOの背景にある公益性の考え方や、NPOの全体像及び運営のあり方、収益構造など基盤的なことをまず理解する。そのうえで、NPOの活動（事業実施）において、様々な事例をもとに「企画～立案～事業実施～ミッションの実現」のプロセスを学ぶ。併せて、NPOの社会的意義や現状の課題を考察し、NPOがより社会にインパクトを持つための方策を実践的に研究する。

NPOs and Human Resources

NPOとヒューマンリソース

While the first half of the spring semester's "NPOs and Business Creation" lecture focuses on the overall picture of NPOs and their activities, including the process from planning to project implementation, the second half of this lecture will focus on "human resources" involved in NPOs. In recent years, human resources that transcend the boundaries of the three sectors (tri-sector) of "business," "government," and "NPOs" are increasingly being considered as a new career for solving social problems. As the lecturer himself is a career that transcends the boundaries of the political, administrative, and NPO sectors, he will discuss the roles and significance of the individual sectors based on his experience. In addition, we will learn from the guest lecturers' real-life experiences about the roles of various positions in NPOs, such as board members, staff, and pro bono workers, and how they should be in the future, and put them into practice.

春学期前半の「NPOと事業創造」では、NPOの全体像や立案から事業実施までのプロセスなど活動内容を中心に講義を行うが、後半の本講義ではNPOに関わる「人的資源」に焦点を当てる。近年、「企業」「行政」「NPO」の3つのセクター（トライセクター）の垣根を超えた人材が社会問題を解決する新たなキャリアとして考えられることが増えてきた。講師自身が政治、行政、NPOのセクターの枠を超えたキャリアであることから、その経験も踏まえて個々のセクターの役割や意義を考察する。また、理事、スタッフ、プロボノなど、NPOに関わる多様な職階それぞれの役割や今後のあり方などをゲスト講師の実体験の中から学び、実践につなげていく。

NPOs and Social Change

NPOとソーシャルチェンジ

We will clarify the concept of social change, or social system transformation, one of the important roles of NPOs. The methods used by NPOs to promote social change, such as advocacy and lobbying, as well as institutional frameworks, will then be examined. By clarifying the specific social change that NPOs have achieved, including case studies, we will deepen our understanding of the social change function of NPOs and the institutional framework for that function.

NPOの重要な役割のひとつソーシャルチェンジ、すなわち社会システムの変革の概念を明確化する。そのうえで、NPOが社会変革を進めるためのアドボカシーやロビーイングなどの手法、さらには制度的な枠組みなどを検討する。そして、NPOが具体的にどのような社会変革を実現させてきたのか、事例を含め、明らかにすることで、NPOの社会変革機能とそのための制度に関する理解を深める。
