Japan's industrial society has reached a major turning point from the stage of striving for economic growth. Against the backdrop of an aging population, worsening global environmental problems, and the development of the global economy, new forms of industrial economy and regional society are being sought in various ways. Under these circumstances, new business entities such as non-profit organizations (NPOs) and social enterprises are attracting attention as bearers of local industrial economies and welfare. How do these entities differ from traditional businesses? And how do they differ from government and administrative agencies? The purpose of this class is to understand (1) the background behind the increased attention paid to NPOs and social enterprises, and (2) the current trends in non-profit organizations (NPOs) and social enterprises, both in theory and in reality. As specific social issues, the course will focus mainly on issues related to welfare and employment. The course will examine the roles of non-profit organizations (NPOs) and social enterprises, as well as the background of the current issues related to them.

日本の産業社会は経済成長に邁進してきた段階から大きな転換期を迎えている。高齢化の進行や地球環境問題の深刻化、グローバル経済の展開などを背景として、新しい産業経済や地域社会のあり方が様々なかたちで模索されている。そのようななかで、地域の産業経済や福祉の担い手として注目を集めているのが、非営利組織（NPO）や社会的企業といった新たな事業主体である。これらの事業主体は従来型の企業とどのような違いがあるのか。また、政府や行政機関との違いはどのような点にあるのか。この授業では、①NPOや社会的企業に注目が集まる背景は何か、②非営利組織（NPO）や社会的企業に関する今日の動向はどのようなものであるかについて、理論と現実の双方から理解することを目的とする。具体的な社会課題としては、主として福祉や就労に関わる問題をとりあげる。それらに関わる今日的な課題の背景を理解するとともに、非営利組織（NPO）や社会的企業の果たす役割について検討する。

Since the latter half of the 20th century, the existence and roles of civic activities and NPOs/NGOs have been attracting attention in various countries and regions, including Japan, in a variety of settings such as the environment, welfare, community development, and disaster relief. In this class, NPOs/NGOs that are developing activities in various regions and domains will be examined from multiple perspectives from a sociological perspective based on specific examples, focusing on their roles, social functions, organizational resources and strategies, and challenges.

20世紀後半以降、日本を含む各国・各地域において、環境や福祉、まちづくり、災害支援など、さまざまな場面で市民活動やNPO／NGOの存在と役割が注目されるようになっている。 この授業では、さまざまな地域や領域で活動を展開するNPO／NGOを、その役割や社会的機能、組織の資源・戦略、課題に注目して、具体例をもとに社会学の視点から多面的に検討する。

One of the reasons why the role of NPOs/NGOs has expanded socially in recent years is that the livelihood security system based on employment and social security, known as the welfare state, has become unstable, and social issues have emerged that cannot be addressed by the public sector, the market, or welfare provision by the family. Against this backdrop, we will examine how the cooperative sector, including NPOs, has responded to needs such as nursing care, poverty, and child rearing in new ways, what kind of relationship they are building with the public sector, and what their challenges are, based on case studies. In addition, we will consider how the cooperative sector can take the initiative in livelihood security (creating mechanisms to protect livelihoods) through the attempts of the cooperative sector in geographically peripheral areas such as mountainous areas where there are concerns about the withdrawal of the public sector in recent years.

NPO/NGOの役割が近年、社会的に拡大してきた背景には、福祉国家と呼ばれる雇用と社会保障による生活保障体系が不安定化し、公セクターや市場、そして家族による福祉供給では対応しきれない社会的課題が出てきたことがある。こうした背景の下、介護や貧困問題、子育て等のニーズに対し、NPOなどの協セクターがいかに新たな形で対応してきたか、公セクターとどのような関係を構築しつつあるのか、またその課題は何かについて、事例をもとに検討していく。あわせて近年、公セクターの撤退が懸念される中山間などの地理的な周辺地域における協セクターの試みを通して、生活保障（生活を守るためのしくみづくり）における主体性についても考えてみたい。
