NPO・NGO論とメディア

It has been a long time since postwar Japan's centralized problem-solving approach failed. While the problems that need to be solved in society are becoming increasingly diverse, it is impossible for the government alone to solve them, both in terms of cost and in terms of the expertise of the government. Under these circumstances, there is a need for a movement based on local communities, in which sei-katsu-sha themselves play a central role in solving problems. At the center of this movement are the activities of the private non-profit sector, such as NPOs, NGOs, and volunteers. In Japan, however, it is difficult to say that there is an appropriate social understanding of the activities of the private non-profit sector. In this class, we will consider how the media is, or should be, involved in the private non-profit sector in Japan.

戦後日本の一極集中型の問題解決手法が破綻をきたして久しい。社会的に解決すべき問題は多様化する一方で、行政のみがその問題解決を担うことは、コスト的にも、行政の専門性という面からも不可能である。こうした状況下で、地域コミュニティをベースに、生活者自身が中心となって問題を解決するような動きが求められている。その動きの中心にあるのが、NPOあるいはNGO、またボランティアといった、民間非営利セクターの活動である。しかしながら、日本においてはこうした民間非営利セクターの活動に対して適切な社会的理解があるとはいいがたい。本授業では、日本における民間非営利セクターの立ち位置に、メディアがどう関わっているのか、あるいはどう関わるべきかを考えていく。
