In keeping with the philosophy of "good to live in, good to visit," it is necessary not only to physically develop tourist attractions, but first of all to guarantee the human and cultural life of a diverse population. Businesses and governments play a major role in community development and urban planning, but each has its limitations. Businesses prioritize maximizing profits and may provide goods and services with low needs at high prices or withdraw from the market. Government, based on the principle of fairness, provides uniform public services, but is less flexible in responding to diverse needs. As lifestyles and values diversify, NPOs are widely deployed to complement the limitations of business and government, while aiming to realize a prosperous society. In this lecture, we would like to clarify the contemporary significance and social functions of NPOs and consider the potential of NPOs in urban development and tourism promotion.

「住んでよし、訪れてよし」の理念を踏まえるとき、物理的に観光地の整備を進めるだけではなく、まずは多様な人々の人間的かつ文化的な生活が保障されなければならない。まちづくりや都市計画における企業や行政の役割は大きいが、それぞれ限界もある。企業は収益の最大化を優先し、ニーズが低い商品やサービスは高額で提供するか、もしくは撤退する可能性がある。行政は、公平性の原理に基づき、画一的な公共サービスを提供する一方で多様なニーズに柔軟に対応しにくい。ライフスタイルや価値観が多様化するなか、NPOの活動が広く展開されており、企業や行政の限界を補完しつつ、豊かな社会の実現を目指している。本講義では、NPOの現代的意義と社会的機能を明らかにするとともに、まちづくりや観光振興におけるNPOの可能性を考えたい。
