Today, nonprofit organizations (NPOs) are becoming increasingly important in addressing a wide variety of policy issues. Nonprofit organizations are able to respond flexibly and quickly to issues that are difficult for national and local governments to address, and they also serve as a receptacle for citizen activities and as a bridge between the public sector and citizens. In addition, because they bring together people who share a common goal and work as an organization, they can be more influential than one-person volunteer activities. On the other hand, because it is a non-profit organization that relies on voluntarism, it faces a number of difficulties, such as managing the organization and securing financial resources. As the size of the organization expands, the flexibility and mobility of the organization at the time of its establishment may wane, and it may diverge from its original objectives. In this lecture, we will discuss the ideal nonprofit organization in today's society by clarifying the characteristics of nonprofit organizations, their social roles, and constraints on their activities.

現代では、多様な政策問題に対処するにあたり、非営利組織(NPO)の重要性がますます高まっている。非営利組織は、国や自治体では対応の難しい問題にも柔軟かつ迅速に対応できるうえ、市民活動の受け皿となり、公的セクターと市民との橋渡し役も担っている。また、目的を共有する人々が集まり、組織として活動するため、一人のボランティアとしての活動するよりも影響力のある活動が可能となる。一方、非営利であり、ボランタリズムに依拠した組織であるがゆえに、組織の運営や財源の確保など、さまざまな困難も抱えている。組織の規模が拡大すれば、設立当初の柔軟性や機動性も衰え、本来の目的から乖離していくこともある。本講義では、非営利組織の特質や社会的役割、活動上の制約などを明らかにすることにより、現代社会における望ましい非営利組織のあり方について考察する。
