Nonprofit organizations are the subject of analysis in all social sciences, including sociology, political science, economics, business administration, and social welfare. Today, nonprofit organizations have an increasing presence in the social economy as a "third sector" that is neither government nor business, and as an entity that provides solutions to the various problems facing Japanese society (and international society). This lecture aims to deepen students' understanding of these non-profit organizations, especially NPOs and other civil society organizations that emphasize the active participation of citizens, and to contribute to their individual research.

非営利組織は社会学、政治学、経済学、経営学、社会福祉学等のあらゆる社会科学において、その分析対象として取り上げられる。また今日では、日本社会（あるいは国際社会）が抱える諸課題を解決する主体としての、政府でも企業でもない「第三のセクター」として社会経済上の存在感を増している。本講義ではこうした非営利組織、とりわけ市民の主体的な参加が重視されるNPO法人を中心とした市民社会組織について理解を深め、受講生の個々の研究に寄与するものとしたいと考える。

The term "nonprofit organization" is used in English to refer to all nonprofit corporations that operate hospitals, museums, and private schools in the United States and other countries. NPOs are a relatively new nonprofit legal entity created in 1998. Compared to nonprofit corporations such as public interest corporations, educational corporations, and medical corporations, NPOs can be created freely by citizens, are not subject to much government involvement, and require accountability in organizational management. In addition, although the term "social enterprise" is not yet familiar in Japan, organizations in this area are increasingly being called "social enterprises" around the world. NPOs contribute to solving various social problems. NPOs contribute to the activation of local communities, community development, and the promotion of citizen participation. They also pioneer and flexibly provide social services such as nursing care and childcare. NPOs also played a significant role in relief efforts following the Great East Japan Earthquake of 2011. At times, we partner with governments (administrative agencies) and commercial companies to solve local issues. In this lecture, students will learn how these efforts in the field contribute to solving social problems, while also taking into account theoretical perspectives. The first half of the class will consist of case studies. Emphasis will be placed on comments based on materials rather than free discussion. This is to learn how to have logical, persuasive, and constructive discussions by making evidence-based statements. In the latter half of the class, we will introduce important actors for the future development of the NPO sector based on their efforts. In order to deepen students' understanding of the above, this class will be taught mainly in what is called a "flipped classroom" format. Students will read articles and complete reports and other assignments outside of class in preparation for class, and will participate in group discussions in class, called theme discussions and case discussions (or be the audience to watch the discussions). Discussions will be based on multiple sources and aimed at a comprehensive and theoretical understanding of the realities and challenges of NPOs and civil society. Thus, this class is a method-based class in which a large amount of reading, writing, and discussion will be conducted. This is not an easy class to earn credits. Please make sure that you understand the course and register for it when you register.

非営利組織は英語ではNPOといい、アメリカなどでは病院や美術館や私立学校などを運営する非営利の法人すべてを指す用語です。しかしNPOが日本で持たれているイメージは、特定非営利活動法人（NPO法人）を中心とした、市民活動団体のことである場合が多いです。NPO法人は1998年につくられた比較的新しい非営利法人格です。それまでの公益法人や学校法人・医療法人といった非営利法人格と比べ、市民が自由につくることができ、行政の関与をあまり受けず、組織運営でアカウンタビリティを求められるという特徴があります。また、日本ではまだあまり馴染みのない呼び名ですが、この領域の組織を「社会的企業」と呼ぶことも世界的には増えてきました。 NPOは様々な社会問題の解決に寄与しています。NPOは地域コミュニティの活発化、まちづくりや市民参加促進に寄与しています。また、介護や保育などの社会サービスの提供を先駆的・柔軟的に行っています。また、2011年の東日本大震災では支援活動に多大な役割を果たしました。ときには政府（行政機関）や営利企業ともパートナーシップを組み、地域の課題解決に当たります。 本講義では、理論的見地もふまえつつ、こうした分野での取り組みが、具体的にどのようにして、社会問題の解決に寄与しているのかということを学びます。授業前半は、ケーススタディを行います。自由な議論よりも、資料に基づいた発言を重視します。これは、根拠ある（エビデンス・ベース）発言をすることによって、論理的で説得力ある、建設的な議論の仕方を学ぶためです。後半ではNPOセクターが今後発展するために重要なアクターについて、その取組をベースとして紹介します。 本授業では上記の内容の理解を深めるために、主として反転授業と呼ばれる方式をとります。受講生は授業外で授業の予習準備で論文の読み込みやレポート等の課題をこなし、授業では、テーマディスカッション、ケースディスカッションと呼ばれるグループディスカッションに参加します（あるいは、そのディスカッションを視聴するオーディエンスとなります）。ディスカッションは、NPOや市民社会の実態・課題について、複数の資料に基づきながら、包括的かつ理論的な理解を目指して行われます。このように本授業では、大量に論文等を読み、大量に文章を書き、ディスカッションも行う方式の授業です。決して簡単に単位が取れる授業ではありません。受講登録の際にはきちんと理解し、登録を行うようにして下さい。

We would like to learn about NPOs and NGOs, which are beginning to play an important role in society. We will focus on organizations in various fields such as welfare, environment, human rights, community development, regional revitalization, and IT. We will also examine the characteristics of NPOs' services in comparison with those of corporations and government organizations (for example, many NPO leaders are (1) local citizens who are not so-called "experts," and (2) experts who are "outside" of the existing system). In addition, "social enterprises" and "social entrepreneurs," which are more business oriented, have been attracting attention recently. In order to study the above themes, we will use videos in each lecture and invite guest speakers twice to cover the latest topics. In addition, we will strive to make the lectures as interactive as possible by seeking the opinions of participants. Please note that NPOs and NGOs in the field of international cooperation will not be covered in this lecture, but in "International NPOs and NGOs" (to be taught by Akiba).

社会的に重要な役割を持ち始めているNPO・NGOについて学んでいきたい。福祉、環境、人権、まちづくり、地域再生、IT等様々な分野の組織を中心に取りあげる。また、企業および行政組織と比較して、NPOのサービスの特徴を考察していく(例えば、NPOのリーダーの多くが①いわゆる「専門家ではない」地域の市民 ②既存の制度から「はみ出した」専門家、である)。さらに、最近はより事業性の高い｢社会的企業｣｢社会起業家｣にも注目が集まっている。上記のテーマを学んでいくため、講義においては映像を毎回使用し、ゲスト・スピーカーを2回程度招くなどして最新の話題を取り上げていく。また受講者の意見を求める等、なるべく双方向のコミュニケーションに努める。 なお国際協力分野のNPO・NGOについては、本講義では取り扱わず、(秋葉が担当する)「国際NPO・NGO論」で取り扱うこととなるので、留意されたい。

The focus will be on NGOs engaged in international cooperation activities that address many social problems in developing countries. In this connection, international organizations (UN, World Bank, etc.) and government ODA will also be covered in part. Poverty, ethnic conflicts, terrorism, and environmental destruction in developing countries have plunged the entire world into a state of instability. The role of NGOs (non-governmental organizations) formed by citizens is attracting attention. In this lecture, we will examine the activities and challenges of these organizations in the 21st century, the "era of NGOs. Each lecture will be video-based, and two guest speakers will be invited. This will allow students to gain a more concrete understanding of up-to-date events.

発展途上国における多くの社会問題に取り組む、国際協力活動を行うNGOを中心に取り組んで取り上げる。その関連で、国際機関(国連、世界銀行等)、政府のODAについても一部で取り扱う。途上国における貧困や、民族紛争、テロ、環境破壊は、世界全体を不安定な状態に陥れている。そうしたなか市民によって結成されたNGO(非政府組織)の役割に注目が集まっている。本講義では「NGOの時代」といわれる21世紀のなかで組織の活動、課題を検証していく。講義は毎回ビデオを使用し、また2回ほどゲストスピーカーを招聘する。それによって、アップデイトな事象についてより具体的な理解を深めてもらう。

Nonprofit organizations such as nonprofit organizations, hospitals, schools, and cooperatives are closely involved in your daily life today. The roles and contributions of nonprofit organizations are growing by the day, but like private companies, nonprofit organizations are facing various management issues such as human resources, governance, and accountability. In this lecture, we will unravel the basic concepts of nonprofit organizations from various perspectives, and then clarify management issues in nonprofit organizations from an international perspective. 

Part I: Management of Nonprofit Organizations] covers the definition, origins, and activities of nonprofit organizations, and shows how familiar they are in our daily lives. The course will also consider various issues such as human resources, governance, accountability, and relationships with the government sector in nonprofit organizations, while applying the knowledge of business administration that you have studied in the College of Business Administration. 
In Part II, we will focus on the healthcare sector, which will be increasingly in need in the future, and examine the realities of healthcare and long-term care management, focusing on the supply-side management of today's healthcare management. 
The content of the lecture may be subject to change depending on the level of proficiency of the students.

今日皆さんの日常生活には、NPO団体や病院、学校、協同組合など非営利組織が密接に関わっています。非営利組織の役割と貢献は日増しに大きくなっていますが、非営利組織は、民間企業と同じように、人材、ガバナンス、アカウンタビリティーなど様々な経営上の問題に直面するようになっています。本講義では、非営利組織の基本概念を多角的に紐解いたのち、そこでの経営の問題を国際的な視点でを持って明らかにします。 

【第Ⅰ部 非営利組織のマネジメント】では、非営利組織の定義や成り立ち、活動などを網羅し、私たちの暮らしの中で非営利組織がいかに身近な存在であるかを知ります。これまで経営学部で学習した経営学の知識を生かしながら、非営利組織における人材やガバナンス、アカウンタビリティー、政府セクターとの関係性などの諸問題を考えます。 
【第Ⅱ部 非営利組織経営の実態】では、今後ますますニーズが高まるヘルスケアセクターを取り上げて、今日の医療経営の供給サイドのマネジメント着目しながら、医療・介護経営の実態に迫ります。 
なお、受講生の習熟度に応じて、適宜講義内容を変更する可能性があります。
