Advanced Management of Nonprofit Organization Studies

非営利組織経営特論

The course will focus on the organizational behavior and management of private, non-profit organizations such as specified non-profit corporations, public interest foundations, and public interest incorporated associations, etc. Students will first learn what non-profit organizations, abbreviated as NPOs and NGOs, are, and then learn about their organizational behavior and management issues. The course also covers the various types of non-profit organizations and their management issues. In addition, since many non-profit organizations are involved with government in various ways, students will also learn about their relationship and collaboration with government.

特定非営利活動法人、公益財団・公益社団などをはじめとする、民間でありながら営利を主目的とはしない団体の組織行動や経営について学びます。NPO、NGOなどと略称されている非営利組織とはどのようなものかをまず知り、次にその組織行動や経営上の課題などについて学びます。また、多くの非営利組織は行政とさまざまな形で関わることが多いので、そうした行政との関係や協働についても学びます。

この科目では民間営利企業とは異なる、民間で営利を主目的とはしない組織の経営について学びます。NPO、NGOなどと略称されている非営利組織とはどのようなものかを知り、そこでの経営上の課題などについて学びます。また、多くの非営利組織は行政とさまざまな形で関わることが多いので、そうした行政との関係についても学びます。

Non-Profit Organizations (NPOs) are expected to replace the public and private sectors as the bearers of new social and economic activities. In Europe and the U.S., this is even called the third sector, and in Japan, it is this field that is called the new public sector. In Japan, however, NPO activities are still often equated with volunteer activities, and the economic foundation of NPOs is not strong. NPO activities became active in Japan after volunteers worked on several environmental pollution and catastrophic disasters in the 1990s, and this can be attributed to the fact that NPOs were generated based on volunteer activities. However, in Europe and the United States, NPOs have solidified their social foundations as entities of economic activities different from those of private companies. In Japan, such NPOs as economic activity entities are expected to increase in the future. NPOs are often the bearers of such activities, which are expected to be a new development of NPO activities. In this lecture, while suppressing such multifaceted nature of NPOs, we will focus on organizational characteristics of NPOs and how to manage them. NPO（Non-Profit Organization: 非営利組織）は、公共や民間に代わる新しい社会経済活動の担い手として期待されている。欧米ではこれが第三セクターと呼ばれるくらいであり、日本でも新しい公共と呼ばれるのはこの分野である。ただし、日本ではまだNPO活動とボランティア活動が同一に捉えられることが多く、NPOの経済的な基盤は決して強くない。日本でNPO活動が活発になったのは、1990年代にいくつかの環境汚染や大災害でボランティアが活動してからであり、ボランティア活動をベースにNPOが発生していたことがその原因として考えられる。しかし、欧米ではNPOは民間企業とは異なる経済活動の主体として社会的な基盤を固めている。日本においても、このような経済活動主体としてのNPOが今後増えると予想される。また、最近では、地域にある問題あるいは社会的な問題を解決する手段をビジネスとして提供するコミュニティ・ビジネスやソーシャル・ビジネスが、新たなビジネスの姿として注目を集めている。NPOはそのような活動の担い手になることも多く、NPO活動の新たな展開として期待されるところである。この講義では、このようなNPOの多面的な性格を抑えながら、NPOの組織的な特徴とマネジメントの仕方を中心に学習していく。 学習・教育目標及び到達目標 ・NPOが発生した背景と社会的な期待は何かを説明できる。 ・NPOを支える制度的な枠組みを説明できる。 ・NPOのマネジメントに関する要点を説明できる。 ・コミュニティ・ビジネス、ソーシャル・ビジネスの特徴を説明できる。

In this lecture, we will discuss the various forms of NPOs (non-profit organizations), their differences and interrelationships with national and local governments and private companies, institutional design related to NPOs, governance and management of NPOs, NPO policies by the government and private sectors, and the role NPOs play in providing public services in modern society. The role NPOs play in providing public services in today's society will be discussed with case examples. Through specific cases, participants will also learn about the issues and methods involved in creating and nurturing NPOs, participating in NPOs, and managing NPOs.

本講義では、NPO(非営利組織)のいろいろな形態、国・自治体や民間企業との違いや相互関係、NPOに関する制度デザイン、NPOのガバナンスやマネジメント、政府セクターや民間セクターによるNPO政策、NPOが現代社会における公共サービスの提供に果たしている役割などについて、事例を交えながら考えていきます。また、NPOを創り、育てたり、NPOに参加し、運営していく際の課題や方法についても、具体的なケースを通じて学んでいきます。

By taking this class, students will be able to 1) understand the social context in which NPO╱NGO Studies are required, 2) understand their significance from the perspective of empowerment and gift studies, and 3) Understand and explain their social significance. 4) Understand the significance of NPO╱NGO activities by using specific social problems as examples, and 5) To cultivate the ability to act on one's own initiative with the awareness that problems in society can be changed (by oneself).

受講生は、この授業を履修することによって、 １）NPO╱NGOが要請されている社会的背景を理解し、かつ ２）その意義を、エンパワーメントの観点や、贈与論の観点から理解し また、 ３）その社会的意義を理解し、説明できるようになる。 さらに、 ４）具体的な社会問題を事例にNPO╱NGOの活動の意義を理解するとともに、 ５）社会に存在する問題を「（自分たちによって）変えられる」という意識をもち、みずから行動する力を養う ことを学習・教育到達目標とする。

Introduction to NPO/NGO（英語）

This class undertakes an in-depth study of the role played by NPOs (Non-Profit Organizations) and NGOs (Non-Governmental Organizations) in society, considering that an active public interest by citizens is essential when top-down administrative systems are quite limiting in their effectiveness for modern society. Students will learn about the history of the NPO/NGO movement, the differences among Western, Asian, and Japanese NPOs/NGOs and how these organizations are addressing and dealing with social problems through voluntary activities and organizational operations. In particular, we examine the systems, policies, operations and roles of both domestic and international NPOs/NGOs by looking at numerous case studies based on the civil society movement.

受講者は、この授業を履修することによって、1)NPOについて基本的な知識を習得し、 2)公共的な課題について自分ならではの問題関心を培い、3)今後、より良い公共性を創造するさまざまな活動に関わる契機とすることができるようになることを目標とします。

In the class, students will learn comprehensively about the roles of NPOs (non-profit organizations) and NGOs (non-governmental organizations), which are required to proactively create public interest by citizens due to the limitations of government-led systems. Participants will learn about the history of NPOs/NGOs, the differences between NPOs/NGOs in Western countries and Japan, and how volunteer activities and NPOs/NGOs that systematically implement such activities are trying to solve various social problems occurring in contemporary society. In addition, based on the movement of civil society from a global perspective, the course will examine institutions and policies, especially in Japan and overseas, their functions and roles in the international community, organizational and management theories, and the state of governance, with many specific examples.

授業では、行政主導システムの限界から市民による主体的な公益性の創出が求められるNPO（非営利組織）とNGO（非政府組織）の役割について、包括的に学習する。受講者は、NPO/NGOの歴史や欧米諸国と日本のNPO/NGOの相違点、現代社会で起きている様々な社会問題に対し、ボランティア活動やそれを組織的に実践しているNPO/NGOがどのようにして解決に挑もうとしているのかなど、その現状を学ぶ。また、グローバルな視点から市民社会の動きも踏まえて、特に日本国内や海外の制度、政策、国際社会における機能と役割、組織論や経営論、ガバナンスのあり方などについて、具体的な事例を多数まじえながら考察していく。
