国際NGO論

As the need to solve global problems grows ever greater, the importance of NGOs is widely recognized in the international community. The question of what kind of entities should provide what kind of goods and services to meet the various needs of the international community in an efficient and fair manner is an extremely important issue in the management of the international community. In other words, it is necessary for the international community to realize the most appropriate division of roles among the representative sectors of the international community: 1) international organizations (such as the United Nations), 2) national governments, and 3) non-governmental sectors such as NGOs, each of which has its own areas of expertise. How can we implement "truly useful" NGO activities? This class will explore the answer to this question. The instructor has been active in the field of international cooperation as a representative of an international NGO since 1995.

グローバルな諸問題を解決する必要性がこれまで以上に高まっている中で、NGOの重要性は国際社会で広く認知されています。国際社会における様々なニーズに対して、どのような主体がどのようなモノ・サービスを効率的かつ公正に提供してゆくかは、国際社会をマネジメントしてゆく上できわめて重要な問題です。すなわち、国際社会を構成する代表的なセクター、1）国際機関（国連など）、2）国、3）NGOなどの非政府セクター、この各々が得意分野を生かし、もっとも適切な役割分担を実現することが、国際社会にとって必要です。「本当に役立つ」NGO活動を実践するにはどうすればよいか。それに対する答えを、本授業でさぐってゆきます。なお担当教員は1995年より現在に至るまで国際NGOの代表として国際協力の現場で活動しています。
