This course will focus on social welfare, which is one of the oldest and most important fields of nonprofit organizations, and will examine public-private partnerships and the marketization of public services. As appropriate, we will also study theories that use economic approaches to explain the activities of nonprofit organizations. In this course, we will read and discuss the literature on these recent issues in public policy.

非営利組織の活動分野のなかでも歴史が長く今日でも重要な分野である社会福祉に注目し、公民パートナーシップおよび公共サービスの市場化について、考察を深める。また適宜、非営利組織の活動を経済学的アプローチで説明する諸理論についても学ぶ。本講義では、こうした公共政策に関する最近の諸課題を扱った文献を読み議論する。

There is a growing interest in non-profit organizations as important players in solving various issues in today's society - welfare, environment, community revitalization, etc. An increasing number of people are becoming more socially oriented, seeing the distortions of a profit- and competition-oriented world as a problem. However, most people's understanding of nonprofit organizations is based on ideals and principles, and it is difficult to say that the realities of nonprofit organizations are fully understood. In this course, we will systematically study the principles, roles, history, socioeconomic background, and legal system of nonprofit organizations, and examine their potential and challenges through specific examples of nonprofit organizations operating in a variety of fields. Students will learn about the diverse realities of the nonprofit sector, including the relationship between nonprofit organizations and government, and between nonprofit organizations and business.

現代社会の様々な課題-福祉、環境、地域活性化など-を解決する重要な担い手として、非営利組織に対する関心が高まっている。利益追求・競争志向の世の中の歪みを問題視し、社会志向を強める人々も増えている。しかし非営利組織に関する理解は、理想・理念が先行したものが多く、現実の姿が十分に理解されているとはいい難い。このため本講義では、非営利組織の行動原理、役割、歴史、社会経済的な背景、法制度などを系統的に学び、また様々な分野で活動する非営利組織の具体的事例を通じてその可能性と課題を考察していく。非営利組織と政府の関係や、非営利組織とビジネスの関係も含めて非営利セクターの多様な実態を学ぶ。
