In this course, students will learn what "community development" and "regional development" are based on familiar life issues.
Students will deepen their understanding of "community development" by learning about various themes of community development, which vary in content depending on the region, field, and target audience.

本講義では、身近な生活課題をテーマとして、「まちづくり」「地域づくり」とは何かを学びます。
地域、分野、対象者などによって内容が多岐にわたるまちづくりを様々なテーマから学ぶことによって、「まちづくり」について理解を深めます。

非営利事業論

This lecture aims to deepen students' understanding of the essential roles of NPOs and other non-profit organizations, to explain how they have become indispensable to modern society, to discuss specific projects, and finally to provide a broad base of basic knowledge.
As an introduction to the lecture, the course will introduce what volunteers are and why they are on the rise, using the Great Hanshin-Awaji Earthquake and subsequent disaster volunteerism as examples of what triggered this trend. The concept of NPOs, which is often perceived as an abstract image, will be explained in terms of specific activities to help participants understand how each organization works to fulfill its social mission. The definition of the term, which is sometimes used in a broad sense, and the actual purpose of its activities will be organized, and the background behind the growing expectations for nonprofit projects will be analyzed from historical, policy, and theoretical perspectives. Next, the expansion of the nonprofit sector against the backdrop of contemporary public policy changes will be discussed in terms of the Japanese nonprofit corporation system, particularly the enactment of the Law for the Promotion of Specified Nonprofit Activities and the reform of the public interest corporation system. Finally, the formation of decentralized cooperative societies as a form of future-oriented social system and its relationship with NPOs will be discussed from the aspects of entity formation and institutional design, and the institutional characteristics of the Japanese nonprofit sector will be grasped through comparison with the nonprofit corporation system in the United States and the United Kingdom. The lecture will also cover policy trends and the economic theory behind them. In doing so, the lecture will take up case studies and examine the actual activities, management methods and issues of nonprofit organizations, aiming to increase interest in NPOs as a familiar presence in the world.

本講義では、NPOに代表される非営利組織が担う役割について本質的な理解を深め、現代社会にとって必要不可欠な存在なった背景とは何か、具体的な事業について取り上げ、最終的に幅広く基礎的な知識を習得することを目的とする。
講義の導入として、身近な存在になりつつあるボランティアとは何か、何故増加傾向にあるのかについて、その契機となった阪神淡路大震災とその後の災害ボランティアを題材に紹介する。そして、抽象的なイメージとして捉えられやすいNPOという概念について、具体的な活動を踏まえて解説を行い、社会的使命を果たすべく各組織が活動していることを理解する。広い意味で使われることもある言葉の定義や実際の活動目的等を整理し、非営利事業への期待が高まっている背景を歴史的・政策的・理論的な見地から分析する。次に、現代の公共政策の変化を背景とした非営利セクターの拡大について、日本の非営利法人制度、特に特定非営利活動促進法の制定や公益法人制度改革を題材に、法律や税制度について解説する。最後に、これから志向される一つの社会システムの形としての分権型協働社会の形成とNPOとの関係について、主体形成と制度設計の側面から検討し、日本の非営利セクターの制度的特徴について、アメリカやイギリスの非営利法人制度との比較を通じて把握する。講義では、政策的動向やその背景となる経済理論についても取り上げるが、その際には、事例を取り上げ、活動実態や非営利組織の運営方法、課題なども検討し、身近な存在としてのNPOへの関心を高めることを目指す。
