Nonprofit Organization Studies I

非営利組織論Ⅰ

In Japan, a number of organizations established under the Non-Profit Organization Law enacted in 1998 are engaged in activities, and these NPOs are considered to be influential players in society. Meanwhile, the public interest corporation system was reformed in 2008, and the entire nonprofit corporation system is under review. In addition, the taxation system for donations has been greatly improved since fiscal 2012, and a number of citizen funds have been established in various regions. Furthermore, highly business-oriented business types such as social business and social enterprises are emerging, and these should also be taken into consideration. In this lecture, we will clarify the definition of nonprofit organization, types of nonprofit corporations, and what kind of management resources nonprofit organizations actually use in their activities. In addition, we will introduce the taxation system and other systems surrounding nonprofit organizations, and compare them with examples from other countries to understand their roles in society and the challenges they face.

わが国では、１９９８年に成立したNPO法によって設立された数多くの組織が活動を行っているが、これらのNPOは、社会の有力な担い手と考えられている。一方、公益法人制度の改革が２００８年に行われ、非営利法人全体の見直しが進められている。また、2012年度から、寄付金に対する税制が大幅に改善され、各地で市民ファンドの設立が相次いでいる。さらに、ソーシャルビジネスや社会的企業といった事業性の高い業態が台頭してきており、これらも視野に入れる必要がある。本講義では、非営利組織の定義、非営利法人の種類、非営利組織が実際にどのような経営資源をもとに活動しているのかを明らかにする。さらに、税制を初めとする非営利組織を取り巻く制度を紹介しながら、これらの組織が社会的にどのような役割を持ち、また、課題を持っているのかを諸外国の例と比較しながら理解することを目標とする。

非営利組織論Ⅱ

This course is a continuation of Nonprofit Organization Studies I and will focus on the relationship with other sectors. Various issues related to Nonprofit Organization Studies will be addressed. In particular, we will examine the reality and issues of contracts and partnerships of nonprofit organizations, mainly in relation to government, taking into account international trends. The relationship between government and nonprofit organizations will be discussed using examples such as cooperative agreements (compacts), transfer of community assets, social impact and investment, and other examples from the United Kingdom and other countries that are actively promoting collaboration with nonprofit organizations and reflecting their social values in policy. We will also discuss what roles nonprofit organizations and social enterprises are expected to play in public governance.

本講義は、非営利組織論Ⅰに引き続いて、他セクターとの関係性を中心に議論する。非営利組織論に関連する様々な問題を取り上げる。特に非営利組織の契約やパートナーシップについて、主に行政との関係から、国際的な動向もふまえて、その実態と課題を考察する。また、非営利組織との協働やその社会的価値の政策への反映を積極的に進めているイギリス等の例にあげて、行政と非営利組織の関係性を、協働協定（コンパクト）、コミュニティ資産の移転、ソーシャルインパクトと投資等を例にあげて論じる。また、非営利組織や社会的企業が公共ガバナンスの中でどのような役割が期待されているかを議論する。
