NGO・NPO特論

As the global environmental problem of climate change and global warming is becoming extremely serious, the purpose of this program is to focus on this issue, to learn about NGOs and NPOs, which are important sectors and organizations for solving the problem, and to consider ways to overcome the problem. Population growth, poverty and inequality issues, and environmental problems are serious challenges for the world as a whole, and a shift to a sustainable society is being sought. With regard to climate change issues, the "Paris Agreement" came into effect in November 2016, and international society and the economy have begun to make a major shift toward implementation starting in 2020. In Japan, the March 11, 2011 earthquake and nuclear power plant accident has highlighted energy-related issues. With a declining and aging population, a shift to new social systems, industrial structures, and lifestyles is necessary, and a variety of issues are emerging. In order to solve these issues, we will learn about and discuss policies and systems for global warming prevention at the international, national, and regional levels, as well as the current status of NGOs and NPOs working on global warming prevention, and learn about their missions, roles, and challenges. Lectures will be held every other week, so each session will be for sharing basic knowledge on the theme, reporting and discussion.

地球規模の環境問題である気候変動・地球温暖化が極めて深刻になっていることから、この問題に焦点をあて、解決に向けた重要なセクター・組織であるNGO・NPOについて学び、克服のための方策について考えることを目的とする。世界全体では、人口増加、貧困と格差問題、環境問題などが深刻な課題であり、持続可能な社会への転換が模索されている。気候変動問題に関しては、「パリ協定」が、2016年11月に発効し、2020年からの実施に向けて、国際社会・経済が大きく転換しはじめている。国内では、2011年3月11日の震災・原子力発電所の事故により、エネルギーに関する課題が浮き彫りになった。人口減少・高齢化が進みつつある状況で、新しい社会制度・産業構造、生活様式への転換が必要であり、様々な課題が顕在化している。これらの課題解決に向けて、国際社会、国レベル、地域レベルの地球温暖化防止のための政策や制度、そして地球温暖化防止に取り組んでいるNGO・NPOの現状を把握し、その使命や役割、課題について学び、議論する。講義は隔週になるので、各回、テーマに関する基礎知識を共有し、報告・ディスカッションを行う。

In today's increasingly internationalized and globalized world, issues related to development, the environment, poverty, hunger, human rights, war and conflict, labor, women, and children are global issues that are not confined to a single country and require international cooperation. The history of NPOs and NGOs, their roles and challenges, and their actual activities will be introduced. and their roles and issues through their actual activities. Guest speakers will include staff from NPOs and NGOs active in Nagoya.

国際化、グローバル化がますます進む現在、開発、環境、貧困、飢餓、人権、戦争・紛争、労働、女性、子どもの問題は、一国内にとどまらない地球的問題（グローバル・イシュー）であり、国際的に協力して取り組むことが必要となっています。このような地球的問題に国家、企業、市民社会などが取り組んでいますが、NPO・NGO論では、国家や企業の利益に縛られず、問題解決に取り組む存在として注目されているNPO（非営利組織）やNGO（非政府組織）について紹介します。NPO・NGOの歴史、その役割と課題を、実際の活動を通じて学びます。なお、名古屋で活動するNPO・NGOスタッフをゲストスピーカーとして招く予定です。
