NGO・NPO論

Our society is shaped and managed daily by various organizations and individuals. The leaders of society can be broadly classified into three sectors. The first is the "administrative sector" of government and local governments, the second is the "corporate sector" of for-profit private companies, and the third is the "citizen sector" of NPOs (non-profit organizations) and civic groups. In this class, we will focus on the "citizen sector" and introduce the role of the citizen sector in Japan and the world, and the types and characteristics of NGOs, NPOs, and citizen action groups that play this role, including their management and ways of working. At the same time, we will also learn the perspective of "social innovation," which is an innovative solution to social problems. Social innovation refers to "ideas and practices that create new mechanisms and cause change for the betterment of society," and its practitioners are called social innovators. Social innovators include not only NPO activists who aim to solve social issues, but also social entrepreneurs who run social businesses and public officials who create change within government agencies. In this class, we will introduce examples of citizen public interest activities and social innovation in various fields such as welfare, social education, community building, international cooperation, and the environment, and invite NPO leaders and social entrepreneurs who are tackling social issues in Japan and abroad as guests.

私たちの社会は，様々な組織や個人によって形づくられ，日々運営されています。そうした社会の担い手は，大きく分けて３つのセクター(部門）に分類されます。一つ目は政府や自治体などによる「行政セクター」，二つ目は営利を目的にした民間企業による「企業セクター」，そして三つ目がNPO（非営利組織）や市民活動団体等によって担われる「市民セクター」です。この授業では，そうした「市民セクター」に焦点を当て，世界や日本において市民セクターはどのような役割を果たし，その担い手であるNGO・NPOや市民活動団体にはどのような種類や特徴があるのか，その運営や働き方も含めてわかりやすく紹介していきます。同時に，社会問題に対する革新的な解決法である「ソーシャル・イノベーション」の視点も併せて学びます。ソーシャル・イノベーションとは，「よりよい社会のために，新しい仕組みを生み出し，変化を引き起こす，そのアイデアと実践」を指し，その実践者をソーシャル・イノベーターと呼びます。ソーシャル・イノベーターには，社会課題の解決を志すNPO活動家のみならず，ソーシャルビジネスを運営する社会起業家や，行政機関の中で変革を生み出していく公務員も含まれます。この授業では，福祉や社会教育，地域づくり，国際協力や環境といった様々な分野での市民公益活動やソーシャル・イノベーション事例を紹介するとともに，国内外の社会課題に取り組むNPOリーダーや社会起業家をゲストに招き，みなさんとの交流を行います。
