Cooperatives are buttonally organized groups of small economic entities that are formed to deal with various problems that arise as the economy develops. In Hokkaido, cooperatives play an important role in the local economy, and include not only coops and agricultural cooperatives, but also fishery cooperatives, forestry cooperatives, and credit unions. In addition to cooperatives, various non-profit organizations also exist in local communities. In this lecture, among non-profit organizations and cooperatives, we will first take up consumer cooperatives, and explain the history of their formation and development, as well as their business and organizational content. Then, the business and organization of agricultural cooperatives will be lectured.

経済の発展にともない発生する諸問題に対応するため,小規模な経済主体が集まって作られたボタンラリーな組織が協同組合である。北海道においても生協や農協をはじめ,漁協・森林組合・信金などの協同組織が存在し,地域経済の中で重要な役割を果たしている。また,協同組合以外の様々な非営利組織も地域社会の中に存在している。本講義では,非営利組織・協同組合の中でも,まず生活協同組合を取り上げ,その生成・発展の歴史と,事業・組織内容について講義する。次いで農業協同組合の事業・組織について講義する。

経済の発展にともない発生する諸問題に対応するため,小規模な経済主体が集まって作られたボタンラリーな組織が協同組合である。北海道においても生協や農協をはじめ,漁協・森林組合・信金などの協同組織が存在し,地域経済の中で重要な役割を果たしている。また,協同組合以外の様々な非営利組織も地域社会の中に存在している。本講義では,非営利組織・協同組合の中でも,まず生活協同組合を取り上げ,その生成・発展の歴史と,事業・組織内容について講義する。次いで農業協同組合の事業・組織について講義する。

Nonprofit organizations such as NPOs are sometimes referred to as nonprofit or cooperative organizations together with cooperatives. Both types of organizations often attract attention as bearers of a new economic society that differs from private corporations and public organizations. However, non-profit organizations and associations are not limited to non-profit and cooperative organizations. They have a long history and are numerous. In this lecture, we will discuss the areas and activities of non-profit organizations, as well as clarify the meaning of participation and labor in non-profit organizations and the characteristics of fundraising through various case studies. We will also consider the role of non-profit organizations in future community development.

NPO法人などの非営利組織は,協同組合とあわせて非営利・協同組織と呼ばれる場合もある。いずれも,私的企業や公的組織とは異なった,新しい経済社会の担い手として注目されることが多い。ただし,営利性を有しない組織・団体は,非営利・協同組織に限定されるものではない。それらの歴史は古く,数も非常に多い。本講義では,非営利組織の領域や活動内容などを講義するとともに,非営利組織への参加・労働の意味,資金調達の特徴を様々な事例を通して明らかにする。そして,今後の地域づくりにおける,非営利組織の役割を考えてゆきたい。

NPO Internship

NPOインターンシップ

An NPO is a non-profit civil society organization, sometimes called an NGO (non-governmental organization). In this course, students will have practical training at the activity sites of several NPOs selected by the Faculty of Law. Students can also choose to do practical training under a local legislator through an NPO that mediates the "Legislator Internship Program. This course is offered only by the Faculty of Law, but it is one of the "Other Courses," which is separate from Groups 1 through 14. It is positioned as a "free subject" that does not count as graduation credits, placing emphasis on the students' motivation.

NPOとは,非営利市民活動組織のことで,NGO(非政府組織)と呼ばれることもあります。この科目では,法学部が選定した幾つかのNPOの活動現場で実習を行います。「議員インターンシップ・プログラム」を仲介するNPOを通じて,地方議員の下での実習も選択できます。なお,これは法学部のみの科目ですが,1群~14群とは別の「その他の科目」の一つです。意欲を重視し,卒業単位にはならない「自由科目」の位置づけになっています。

Against the background of diversifying needs of local communities and the severe financial situation of governments and municipalities, a review of the division of roles between the public sector (e.g., administration) and the private sector (e.g., commercial enterprises) has been promoted in recent years, and privatization of public services is being promoted. However, it is difficult to anticipate the entry of for-profit companies into service areas where sufficient profitability cannot be ensured. As a result, there is a growing number of "in-between" service areas where neither the government nor commercial firms can provide services, despite the fact that there are local residents who need them. As bearers of services in such areas, organizations that are positioned between government and commercial enterprises are becoming increasingly important. In this lecture, we focus on non-profit organizations (NPOs and volunteer organizations) among the various organizations that are positioned between government and commercial enterprises, and examine their management. In the management of such organizations, "compatibility between publicness and economy" is required in order to continue providing services to local residents who need them. In addition, community business and social business developed mainly by non-profit organizations will also be discussed.

地域社会のニーズの多様化,政府・自治体の財政事情の厳しさ等を背景として,近年,公共部門(行政等)と民間部門(営利企業等)の役割分担の見直しが進められ,公共サービスの民営化等が図られつつある。しかし,十分な採算性が確保できないサービス領域への営利企業の参入を見込むことは難しい。その結果,必要としている地域住民がいるにもかかわらず,行政も営利企業も提供できないような「すき間」のサービス領域が拡大しつつある。そのような領域に属するサービスの担い手として,行政と営利企業の中間に位置づけられる組織の重要性が増しつつあるといえる。そこで,本講では,行政と営利企業の中間に位置づけられる様々な組織のうち,主に非営利組織(NPO法人やボランティア組織)を取り上げ,そのマネジメントについて検討する。こうした組織のマネジメントにおいては,サービスを必要としている地域住民等に対して,その提供を継続していくために「公共性と経済性の両立」が求められる。この他,主として非営利組織が展開しているコミュニティ・ビジネスやソーシャル・ビジネスについても検討する。

In addition, this course will emphasize "research and thinking" rather than "memorizing" in order to improve problem finding and problem solving skills and planning skills required in modern society. The outline of the class plan is shown below, but please note that the content and progress may be subject to change due to guest speeches and other reasons.
