NPO論

In recent years, as traditional communities based on mutual support and surveillance have been disintegrating, the importance of "new ties" has long been called for in order to break away from or rebuild them. Among these, "NPOs and NGOs (private non-profit organizations)," which are free from geographical, blood, and professional ties, and are formed in the form of networks around social issues, are attracting attention. As of the end of 2015, the number of NPOs (Non-Profit Organization) incorporated in Japan exceeded 50,000. Social entrepreneurs," who use business methods to solve social problems, have also emerged. In this lecture, we will examine NPOs/NGOs as bearers of social change from a multifaceted and practical perspective. Specifically, we will first grasp the actual situation of NPOs and NGOs and explain them from a theoretical perspective, and then invite a person in charge of an NPO that has an office in Hachioji City, where our university is located, to learn from his/her experience in the field. The aim of the course is to enable students not only to learn about NPOs and NGOs as knowledge, but also to be able to think about them in relation to their daily lives through practical activities. 近年、相互扶助・相互監視からなる伝統的な共同体が崩壊していく中で、それを脱／再構築するための「新たな絆」の重要性が叫ばれて久しくなりました。なかでも、地縁・血縁・職縁から自由で、社会的争点をめぐってネットワーク状に形成される自発的な共同態形の「NPO／NGO（民間非営利組織）」が注目されています。日本で法人格を取得したNPO（特定非営利活動法人）は、2015年末現在で、5万を超える数に達しました。社会的問題を事業の手法で解決する「社会企業家」も登場しています。本講義では、こうした社会変革の担い手としてのNPO／NGOを、多角的かつ実践的な視点から考察していきます。具体的にはまず、NPO／NGOの実態を把握し、理論的見地から解説を行った後に、本学が位置する八王子市に事務所をもつNPOの担当者を招聘し、現場の経験から学びます。また、受講生の関心分野に応じてグループをつくり、NPO法人を創設するための「グランドデザイン」「事業計画書」（仮）等を策定してもらいます。NPO／NGOを知識として学ぶだけではなく、実践的な取り組みの中から、日々の生活に引き付けて考えられるようになることが狙いです。
