NPO経営論

In recent years, the need for and importance of collaboration (partnership) between NPOs (private non-profit organizations) and government or business has been emphasized in Japan. The first half of this lecture will provide an opportunity for students to understand and discuss various knowledge and ideas related to NPO management, and to think about how to strengthen NPO management in Japan. The second half of the lecture will focus on the actual situation of collaboration between NPOs and government (public-private partnerships) not only in Japan but also in the U.K. and the U.S., with the aim of deepening students' awareness of the significance, policies, and challenges of such collaboration.

近年、日本ではNPO（民間非営利組織）と行政、あるいは、企業との協働（パートナーシップ）の必要性や重要性が強調されている。本講義の前半では、NPOの経営に関するさまざまな知識や考え方を理解し、議論を重ねながら、どのようにすればわが国のNPO経営を強化することができるのかについて、自ら考えていくきっかけ作りとしたい。また、後半では、日本だけでなく、英米におけるNPOと行政との協働（公民パートナーシップ）の実態に焦点を当て、その意義や政策、課題等について、受講生の認識が深まることを目的とする。

In the United States, the birthplace of NPOs (private nonprofit organizations) and also known as the NPO superpower, what is the role of NPOs in the market economy? This lecture will focus on the interaction between NPOs and businesses and the market economy through reading American literature, and aims to deepen students' awareness of the significance, policies, and challenges of NPOs not only in the U.S. but also in Japan.

NPO（民間非営利組織）の発祥国であり、NPO大国とも称されるアメリカでは、NPOの市場経済に果たす役割はどのようなものであるのか。本講義では、アメリカの文献を読み進めながら、NPOと企業や市場経済との相互作用に焦点を当て、アメリカだけでなく、日本におけるNPOの意義や政策、課題等について、受講生の認識が深まることを目的とする。

Introduction to Nonprofit Organizations

In the 1990s, the rise of (private) non-profit organizations (NPOs) was reported worldwide, and in Japan, NPOs are now considered to be the third sector, following the private corporate sector and the government sector. In addition, NPOs have come to attract public attention due to their activities after the Great Hanshin-Awaji Earthquake in 1995, the enforcement of the so-called NPO Law in 1998, and the Certified Non-Profit Organization System in 2001. On the other hand, there are probably many people who have heard of NPOs but do not understand what they are. There may be various misunderstandings. Therefore, in this lecture, I will keep the above points in mind and proceed with the lecture based on the text, while also including various concrete examples. The purpose of this lecture is to provide you with a basic knowledge of NPOs by learning the definition of NPOs, the current status of NPOs in Japan, and the differences between NPOs and corporations or government agencies, as well as to encourage you to think about their significance and potential.

1990年代に入り、世界的に（民間）非営利組織（NPO）の台頭が伝えられ、日本でも、今やNPOは民間企業部門、政府部門に続く第３の部門＝サード・セクターとしてとらえられるべき存在となっています。また、1995年の阪神・淡路大震災における活躍や、98年のいわゆるNPO法の施行、さらには2001年の認定NPO法人制度の施行もあって、NPOは世間の耳目を集めるようになってきています。 一方で、NPOという言葉は耳にするようになってはきたのだけれど、何だかよくわからない、という人も多いのではないでしょうか。もしかしたら、さまざまな誤解もあるかもしれません。 そこで、本講では、以上の点を念頭に置き、さまざまな具体例も交えながら、テキストに基づいて講義を進めていこうと思います。 本講の目的は、NPOの定義や、日本のNPOの現状、NPOと企業や行政との違いを学ぶことによって、NPOについての基本的な知識を身につけてもらい、さらには、その存在意義や可能性について、皆さんに考えてもらうことにあります。

As NPOs are organizations, they must be required to maintain and develop not only their business operations but also the organization itself. In order to do so, it is necessary to consider the issue from the perspective of "managing NPOs.
With the above in mind, this lecture will explain and discuss various factors involved in the management of NPOs, especially issues related to fundraising and human resources. From this perspective, the lecture will proceed with a variety of specific examples.
Finally, the purpose of this lecture is to have students think about the significance and potential of NPOs in economic society by learning the definition of NPO Studies, its analytical framework, and management in general. In addition to the usual lecture format, this course will ask students to participate proactively in group discussions and lecture reports to deepen their understanding of the various points mentioned above.

NPOも組織である以上、事業運営はもちろん、組織それ自体を維持・発展させていくことが求められるはずです。そのためには、「NPOを経営する」という視点からも考察していくことが必要になります。
本講では、以上の点を念頭に置き、NPOのマネジメントに関わる諸要素のうち、特に資金調達と人的資源に関わる問題を解説し、論じたいと思います。そうした観点から、さまざまな具体例も交えながら、講義を進めていきます。
最後に、本講の目的は、組織論からみたNPOの定義とその分析枠組み、マネジメント全般を学ぶことによって、経済社会におけるNPOの存在意義や可能性について考えてもらうことにあります。なお、本講では通常の講義形式だけではなく、グループ・ディスカッションや講義レポート等を通じ、受講生に主体的に参加を求めることで、上記の諸点について理解を深めてもらいたいと思います。
