The lecture will cover (1) understanding the overall image and basic concepts of NPOs, (2) their role as "leaders of public and mutual aid," (3) their actual activities including collaboration with businesses and governments, (4) the current status and issues of social support including donation taxation, and (5) building social capital, focusing on Japanese NPOs and taking into account the results of international comparative studies. Examples of activities of NPOs, NGOs, and social enterprises in the U.S., South Korea, Taiwan, and other countries will also be briefly explained. During the lecture, students may browse websites of domestic and overseas NPOs using PCs, smart phones, etc., and submit reports based on group discussions.

①NPOの全体像・基礎概念を理解し、②「公共・共助の担い手」としての役割、③企業や行政との協働など活動実態、④寄附税制を含む社会的支援の現状と課題、⑤ソーシャルキャピタルの構築などについて、日本のNPOを中心に、国際比較研究の成果もふまえて講義する。アメリカ・韓国・台湾等海外のNPO/NGO・社会的企業等の活動例についても簡単に解説する予定。講義中にPC・スマホ等を用いて国内外NPO等HPを閲覧し、グループ討論を踏まえてレポートを提出することがある。

This course is designed in an omnibus format, with guest lecturers rotating every two weeks for most of the 14 weeks, in order to emphasize the importance of communicating the actual situation on the ground. The second week will be run in a different format than the first, with a workshop format in which students will actively participate based on the first week's lectures. Therefore, students are expected to think for themselves, ask questions from various perspectives, and actively participate in the discussion, rather than simply passively listening to interesting topics. The guest lecturers will be leaders of nationally renowned NPOs, including Fusion and Ishinomaki Reconstruction Support Network have received the "Furusato Zukuri Grand Award" from the Cabinet Office.

本科目は現場の実情を伝えることを大事にするためオムニバス方式で企画され、14週の大部分はゲスト講師が2週間ごとに交替するリレー講義となる。それぞれ、日本を代表するNPOで経験を積んだ人々であり、各1週目にはNPOのミッション・経営・課題等について事例を提供いただく。2週目は、1週目の講義を踏まえて受講生が能動的に参加するワークショップ方式など、1週目とは異なる形態で運営される。したがって受講生は単に「面白そうな話を受動的に聞く」という姿勢ではなく、自分ごととして考え、多面的に疑問を持ち、積極的に発言する姿勢が求められる。ゲスト講師は全国的に有名なNPOでリーダーを務める次の方々である。フュージョンと石巻復興支援ネットワークは内閣府の「ふるさとづくり大賞」を受賞している。

(Purpose)NPOs (Not-for-Profit Organizations) play an important role in providing public services that support people's lives and in advocacy, which is different from that of governments and corporations. NPOs/NGOs are greatly expected to play an active role in rebuilding the "bonds (social capital)" lost due to disasters. The purpose of this lecture is to examine the public role of NPOs and the social support necessary for them to play an active role. (Outline) The lecture will focus on (1) understanding the overall picture and basic concepts of NPOs, (2) their role as "bearers of public and mutual aid," (3) the actual status of their activities, including collaboration with businesses and government, (4) the current status and issues of social support, including donation taxation, and (5) building social capital, with a focus on Japanese NPOs, while also incorporating results of international comparative studies. The activities of NPOs, NGOs, and social enterprises in South Korea, Taiwan, and other countries will also be briefly discussed.

(目的)NPO(Not-for Profit Organization、非営利組織)は、生活を支える公共サービスの提供やアドボカシーにおいて、政府や企業と異なる重要な役割を担っている。災害で失われた「絆(ソーシャルキャピタル)」の再構築に向けて、NPO/NGOの活躍が大いに期待される。本講義は、NPOの公共的な役割と、NPOが活躍するために必要な社会的支援等を考察することを目的とする。(概要)①NPOの全体像・基礎概念を理解し、②「公共・共助の担い手」としての役割、③企業や行政との協働など活動実態、④寄附税制を含む社会的支援の現状と課題、⑤ソーシャルキャピタルの構築などについて、日本のNPOを中心に、国際比較研究の成果もふまえて講義する。韓国・台湾等海外のNPO/NGO・社会的企業等の活動例についても簡単に解説する予定。
