The purpose of this course is not for citizens to belong to an NPO and engage in some kind of activity, but to learn about how NPOs coordinate the relationship between citizens and the government or public, or how NPOs support and coordinate NPOs. The existence of NPOs is gradually being accepted by the general public. NPOs may provide public services that are beyond the reach of the government, and many people establish NPOs because they are aware of the problem of public services that are beyond the reach of the government. Nevertheless, if the founders and members of NPOs are considered to be citizens who are highly conscious of the "public," it is possible to envision activities of NPOs other than their own activities. Specifically, if the order of "publicness" is arranged as follows: government, NPOs (highly conscious citizens), and citizens (not particularly conscious citizens), then activities that stand between the government and citizens can be assumed. There may also be activities that involve collaboration among NPOs.
