Through lectures and case studies, participants will understand how NPOs/NGOs were established and how they are positioned in society, what they do to solve social issues, their characteristics and challenges, and how they relate to other sectors.

NPO/NGOの設立経緯と社会での位置づけ、社会課題の解決に取り組むNPO/NGOの活動の内容、特徴と課題、他セクターとの関係性などについて講義と事例を通じて理解します。

NPO Theory A/B

NPO論A/B

(Outline) In NPO Theory A, the lecture will use textbooks to (1) understand the overall picture and basic concepts of NPOs, (2) the reasons for the existence of NPOs/NGOs, (3) their development into social enterprises, and (4) building social capital, taking into account the results of international comparative studies. (5) Brief introduction of NPOs/NGOs and social enterprises in other countries such as South Korea, Taiwan, the U.S., and the U.K., etc., to grasp how social support for NPOs differs from one country to another. English handouts will be used. During the lecture, students may browse the websites of domestic and overseas NPOs using PCs, smart phones, etc. In NPO Theory B, lectures will be given on (1) understanding the overall picture and basic concepts of NPOs/NGOs, (2) their role as "public and mutual aid providers," (3) NPO management, including NPO employment, fundraising, and collaboration with business and government, and (4) the current status and issues of social support, including the donation tax system, using textbooks. Students may use PCs, smart phones, etc. to browse domestic and overseas NPOs' websites during the lecture. (A: To understand the significance and role of NPOs in today's society and their development into social enterprises B: To understand the significance and role of NPOs in today's society and NPO management NPOs (Not-for-Profit Organizations) are public service organizations that support people's lives. NPOs (Not-for-Profit Organizations) play an innovative role in providing public services and advocacy that support people's lives, different from governments and corporations. With the revision of the Civil Code and the NPO Law, nonprofit organizations are expected to play an active role not only as NPOs but also widely in various fields such as welfare, arts and sports, community development, environmental conservation, and international cooperation, and the reform of the donation tax system has intensified competition among NPOs for funding. The purpose of this lecture is to examine the public role of NPOs and the social support necessary for NPOs to play an active role.
Not-for-Profit Organizations (NPOs) play an innovative role in providing public services that support people's lives and in advocacy, which is different from that of governments and corporations. With the revision of the Civil Code and the NPO Law, NPOs are expected to be widely active not only as NPOs but also in the fields of welfare, arts and sports, community development, environmental conservation, and international cooperation, etc. The reform of the donation tax system has intensified competition among NPOs for funding. (概要)NPO論Aでは、①NPOの全体像・基礎概念を理解し、②NPO/NGOの存在理由、③社会的企業への発展、④ソーシャルキャピタルの構築などについて、国際比較研究の成果もふまえて、テキストを用いて講義する。⑤韓国、台湾、アメリカ、イギリス等海外のNPO/NGO・社会的企業等も簡単に紹介し、NPOへの社会的支援が国によってどのように異なるかを把握する。英語プリントを利用予定。 講義中にPC・スマホ等を用いて国内外NPO等HPを閲覧することがある。 NPO論Bでは、①NPO/NGOの全体像・基礎概念を理解し、②「公共・共助の担い手」としての役割、③NPOの雇用や資金調達、企業・行政との協働などNPOマネジメント、④寄附税制を含む社会的支援の現状と課題などについて、テキストを用いて講義する。講義中にPC・スマホ等を用いて国内外NPO等HPを閲覧することがあります。 (目標)A：現代社会におけるNPOの存在意義と役割や社会的企業への発展等を理解しよう B：現代社会におけるNPOの存在意義と役割やNPOマネジメント等を理解しよう。NPO(Not-forProfit Organization,非営利組織)は、生活を支える公共サービスの提供やアドボカシーにおいて、政府や企業と異なる革新的な役割を担っている。民法改正・NPO法改正により、NPO法人だけにとどまらず、福祉、芸術・スポーツ、まちづくり、環境保全、国際協力等の各分野で広く非営利法人の活躍が期待され、寄付税制改革により、資金調達を巡るNPO同士の競争も激しくなっている。本講義は、NPOの公共的な役割と、NPOが活躍するために必要な社会的支援等を考察することを目的とする。

NPO Theory/NPOs and International Public Policy

NPO論/NPOと国際公共政策

(Abstract)When considering problem finding and solution in today's international society, it is difficult to envision it without the voluntary participation of citizens and the existence of NPO/NGO (hereafter, NGO) as one of its forms. In this class, we will begin the lecture on NGOs, which are the bearers of international public policy, with the history of NPOs: why they are active in the first place and how they have developed their activities. The first half of the lecture will focus on various global issues, tracing the history of NGO activities to discover and solve problems, and considering their social significance. The second half will deal with NPOs/NGOs, focusing primarily on Japan. Here, we will consider issues such as why good public policies advocated by NPOs are not easily realized, and why and how NPOs relate to policies in contemporary Japan. Based on the above, we will discuss what modern (international) society is like and examine the state of public policy in modern society. (Objectives) ・Gain basic knowledge to understand various aspects of NPO/NGO in contemporary society. To acquire the theoretical framework for considering and implementing public policies, including NPOs, in identifying and solving international problems.

(概要)現代の国際社会での問題発見・解決を考える際に、市民の自主的な参加、またその形態の一つとしてのNPO/NGO（以下、NGO）の存在を抜きに構想することは困難です。本授業では、国際公共政策の担い手たるNGOについて、そもそもNPOはなぜ活動を行うのか、どのように活動を発展させてきたのかというNPOの歴史から講義を始めます。前半では、様々なグローバル・イシューを取り上げ、問題発見と解決に取り組むNGOの活動の軌跡を辿りながら、その社会的意義を考えます。後半では、主に日本に焦点を当ててNPO/NGOを扱います。ここでは、なぜNPOの提唱する良き公共政策がなかなか実現されないのか、現代の日本でNPOはなぜ、どのように政策に係るのか、といった問題を考えていきます。以上を踏まえて、現代の（国際）社会とはどういうものかを議論し、現代社会における公共政策のあり方を考察していきます。(目標)・現代社会におけるNPO/NGOの諸相を理解する基礎知識を身に着ける。・国際的な課題の問題発見・解決について、NPOを含めた公共政策のあり様を考え、実施するための理論的枠組みを学ぶ。
