Special Topics on NPOs

NPO特論

In Japan, more than 50,000 organizations established under the NPO Law enacted in 1998 are engaged in activities, and NPOs have become powerful players in solving social issues. In addition, in 2008, the public interest corporation system was revised and made available to NPOs. Furthermore, social business as an entity that achieves social objectives has been attracting attention in recent years. In the case of Japan, neighborhood associations and chonai-kai (or residential district councils) exist as a complement to narrowly-defined self-governing bodies and services, and this lecture will focus on these as well. These organizations, which are independent of the government, are broadly referred to as the third sector. In this lecture, we will define NPOs and social businesses, identify the types of nonprofit corporations, and clarify what resources NPOs actually use to operate. In addition, we will introduce the systems surrounding NPOs, including the taxation system, and compare them with examples from other countries to understand what roles these organizations play in society and what challenges they face.

我が国では、１９９８年に成立したNPO法によって設立された5万以上の組織が活動を行っており、NPOは、社会の課題解決の有力な担い手となっている。また、２００８年には、公益法人制度が改正され、NPOにも利用可能な制度となっている。さらに、近年は、社会的目的を達成する主体としてのソーシャルビジネスにも注目が集まっている。また、我が国の場合、自治会や町内会（あるいは住区の協議会）が、狭域自治やサービスを補完するものとしてのとして存在しており、本講義では、これらにも射程をあてる。また、政府から独立したこれらの組織を広く、サードセクターと総称する。本講義では、NPO及びソーシャルビジネスの定義、非営利関係法人の種類、NPOが実際にどのような経営資源をもとに活動しているのかを明らかにする。さらに、税制を初めとするNPOを取り巻く制度を紹介しながら、これらの組織が社会的にどのような役割を持ち、また、課題を持っているのかを諸外国の例と比較しながら理解することを目標とする。
