Today, NGOs are important actors in aid to developing countries alongside governments and international organizations. This course aims to help students understand the nature of NGO assistance, which is expected to become increasingly important in the future, through lectures on the positioning of NGO assistance in development assistance, its significance, history, content, constraints, and problems, as well as introducing the actual activities of Japanese and overseas NGOs. The course will also introduce the activities of NGOs in Japan and abroad. In addition, by explaining the differences and similarities with existing aid provided by governments and international organizations, the course aims to deepen students' understanding of the development goals and directions that each aid actor is aiming for.

現在NGOは政府や国際機関と並んで途上国援助を行う重要なアクターである。本科目では開発援助におけるNGOの援助の位置づけ、その意義、歴史、内容、制約条件・問題点等について講義をするとともに、日本及び海外のNGOの実際の活動状況を紹介することにより、今後ますます重要性が高まると予想されるNGOの援助の性格を学生が理解することを目指す。更に、既存の政府・国際機関による援助との相違点、共通点を説明することによって、それぞれの援助のアクターが志向する開発の目標・方向性についても学生が理解を深めることを目指す。

NPO・NGO論

This course organizes the concept of NPOs and NGOs and examines the roles and issues that NPOs and NGOs play in cities. Businesses and governments do not always choose the best course of action for society because they need to reconcile the interests of those involved. Nonprofit organizations (NPOs) and nongovernmental organizations (NGOs) are organizations that address these social gaps and have been attracting increasing attention and playing an increasingly active role in recent years. The reality and potential of these organizations, including their operations, will be discussed.

NPO・NGOの概念を整理し、都市においてNPO・NGOが果たす役割と課題を検討する科目。企業や行政はそれらに関与する人々の利害を調整する必要があるため、社会にとって最適な行動を選択するとは限らない。企業は株主や顧客の、行政は管轄地域住民の、それぞれ利害を優先し、そこから漏れた人々の利害は後回しとなる。NPO（非営利組織）・NGO（非政府組織）は、こうした社会的な隙間にある問題に対応する組織であり、近年注目の度合いも、活躍の場も増大している。NPO・NGOの運営も含め、こうした組織の実態と可能性について検討していく。
