This topic aims to provide students with a comprehensive knowledge and skills necessary for planning and managing development programs/projects with particular reference to poorer countries. It focuses on the centrality of the state institutions in promoting and sustaining development in low-income economies and transitional societies. Major aspects to be covered in the topic include approaches to development, development planning and project management, bureaucracy and development, rural development strategies and lessons, government-NGO collaborations, managing participation, governance and environmental concerns. It reviews various strategies and mechanisms adopted in planning and managing development and analyses the challenges and complexities inherent in the political and institutional context that often frustrate the objective of achieving rapid and sustainable development.


Evaluation Methods for NGOs and the Public Sector

This topic examines the purpose of evaluation in a range of contexts. It critically analyses different theoretical approaches to evaluation and will expose students to practical tools and techniques and their application. Students will gain experience in designing evaluation plans, identifying appropriate evaluation methods and choosing relevant tools and techniques.


Management in Non-Government Organisations

This topic examines current and emerging issues facing non-government organisations and their managers. The introduction of contractual and other market-type mechanisms for the provision of public services on behalf of governments, and their impact on the established character, operations and workforce of voluntary organisations are considered. The topic focuses on a range of NGO relationships within organisations; with government; with other organisations and with the wider community.


Strategic Change Management in the Public Sector
Credit Bearing: Credit-Bearing (4.5)
Level: Graduate

This topic aims to provide you with the knowledge and skills required to lead and manage change in both government and not-for-profit organisations. It is designed to develop your understanding of the circumstances in which transformational change is required, how to prepare a change management strategy, why a majority of change management initiatives fail and what is required to successfully execute a transformational change initiative. To achieve this, you will analyse a number of case studies to determine where transformational change is required, the critical elements needed to make a plan strategic and the correct and appropriate frame through which to view an issue/issues. You will also identify the requirements for (and principal risk factors associated with) the successful leadership, preparation and execution of a strategic plan, as well as the personal capabilities that managers need to bring to a leadership role. In the course of this topic you will also prepare an implementation plan of your own.
